This role seeks a Senior/Mid National Short-Term Technical Advisor (STTA) Medical Educationist to provide technical support to the Pakistan Medical and Dental Council (PMDC). The focus is on developing an implementation-oriented proposal to integrate Primary Health Care (PHC), Universal Health Coverage (UHC), International Health Regulations (IHR), and Antimicrobial Resistance (AMR) competencies into pre-service medical and dental education. The advisor will work within the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to strengthen Pakistan’s health system through technical assistance to federal and provincial governments. This role involves mapping current curricula, identifying gaps, facilitating stakeholder consultations, and supporting PMDC in institutionalizing these competencies to align medical and dental education with national health priorities.

Key Responsibilities

- Lead the review and mapping of existing MBBS and BDS curricula to assess the integration of PHC, UHC/EPHS (including family planning and nutrition), IHR/health security, and AMR competencies.
- Identify gaps and feasible entry points for strengthening these competencies, particularly within Community Medicine and related public health disciplines.
- Conduct stakeholder mapping and facilitate structured consultations with PMDC, medical and dental universities, education experts, government bodies, and technical partners to build consensus and validate findings.
- Develop evidence-based advocacy materials and support PMDC in using these to build institutional ownership and support for curriculum integration.
- Prepare a practical, evidence-informed, and implementation-oriented proposal outlining priority competencies, integration options, institutional responsibilities, and enabling requirements.
- Support PMDC in finalizing the proposal and translating it into a detailed implementation roadmap, including sequencing, resource needs, and monitoring indicators.
- Conduct knowledge-transfer sessions to ensure PMDC’s capacity to sustain and advance the integration through regulatory and accreditation mechanisms.
- Align activities with national health policies, E4H programme objectives, and relevant donor initiatives to ensure coherence and avoid duplication.

Required Qualifications

- Postgraduate degree in Medical Education or a related field.
- Minimum of 15 years of relevant experience in medical education.
- Proven expertise in curriculum development, competency mapping, and assessment within medical or dental education.
- Strong understanding of health policy, public health, and health system priorities, particularly related to PHC, UHC, IHR, and AMR.
- Experience working with regulatory bodies or in institutional strengthening within health education systems.
- Excellent skills in stakeholder engagement, consensus building, and advocacy.

Preferred Qualifications and Benefits

- Experience in the Pakistani health education context or similar low- and middle-income country settings.
- Familiarity with national health strategies such as the National Health and Population Policy, Essential Package of Health Services, and National Action Plan for Health Security.
- Ability to work collaboratively with multiple partners including government agencies, academic institutions, and international organizations.
- Engagement in evidence synthesis and policy-support interventions.
- Opportunity to contribute to a high-impact programme aimed at strengthening health workforce competencies critical for Pakistan’s health security and universal health coverage goals.

The assignment is planned for approximately 45 days between November 2026 and March 2027, subject to final confirmation. The consultant will report primarily to PMDC with coordination support from the Ministry of National Health Services, Regulations & Coordination.
