The Senior National Short-Term Technical Advisor (STTA) – Political Economy and Legal Expert will provide specialized technical assistance to support the Evidence-Based Feasibility Assessment of Innovative Health Financing Models for Pakistan under the Evidence for Health (E4H) programme. This role involves analyzing Pakistan’s health financing landscape, identifying sustainable and equitable financing models, and advising on their feasibility within Pakistan’s federal and provincial health systems. The advisor will work closely with government stakeholders and international experts to recommend innovative financing solutions that address the country’s domestic health financing challenges, improve efficiency, and support Universal Health Coverage (UHC) goals.

Key Responsibilities

- Conduct a comprehensive diagnostic of Pakistan’s health financing environment, including public expenditure trends, financing gaps, and constraints across revenue raising, pooling, purchasing, and public financial management.
- Review and synthesize international and Pakistan-specific evidence on innovative health financing models, screening options for constitutional, fiscal, legal, and administrative feasibility.
- Develop detailed case profiles for shortlisted financing models, assessing design features, fund flows, institutional requirements, risks, and lessons learned from comparable contexts.
- Lead stakeholder consultations with federal and provincial government departments, development partners, private sector, civil society, and global health financing experts to validate findings and test assumptions.
- Perform a rigorous feasibility assessment of shortlisted models using a multi-criteria framework covering political economy, fiscal sustainability, legal and institutional capacity, market readiness, equity, efficiency, and alignment with Pakistan’s devolution framework.
- Produce a structured ranking and recommendation of financing models, including a design outline and phased implementation pathway for the preferred option(s).
- Support capacity building and institutionalization by engaging government counterparts throughout the process, ensuring ownership and integration of findings into policy and planning.
- Facilitate transition planning by delivering practical decision-support tools and orienting relevant stakeholders on their use for policy dialogue, resource mobilization, and piloting.

Required Qualifications

- Postgraduate degree in political science, public policy, economics, or a related discipline.
- Minimum of 12 years’ experience applying political economy analysis to public sector or health reforms.
- Deep understanding of Pakistan’s federal and provincial institutional frameworks, including the 18th Amendment, NFC process, fiscal federalism, and public sector reform.
- Proven ability to analyze complex health financing systems and design context-appropriate financing solutions.
- Strong skills in stakeholder engagement, information analysis, and influencing policy processes.

Preferred Qualifications and Benefits

- Experience working with government ministries, development partners, and health financing experts in Pakistan or comparable low- and middle-income countries.
- Familiarity with international health financing instruments, including innovative revenue mechanisms and strategic purchasing models.
