The Senior National STTA - Digital Health / IT Systems Expert will provide embedded technical assistance to the KP Health Information and Service Delivery Unit (KP-HISDU) Project Management Unit (PMU). This role supports the development, procurement, and roll-out of integrated digital health systems across Khyber Pakhtunkhwa, ensuring alignment with public health workflows, interoperability standards, and data governance. The expert will work closely with the PMU and the implementation firm to translate approved programme requirements into operational digital solutions, strengthen institutional capacity, and oversee technical implementation within a complex multi-module environment.
Key Responsibilities
- Collaborate with KP-HISDU PMU leadership and technical teams to review and prioritize HISDU PC-I digital health procurements and technical specifications.
- Translate public health and programme requirements into vendor-neutral IT system specifications covering architecture, interoperability, cybersecurity, scalability, and operational needs.
- Provide ongoing technical and public health guidance during system development, integration, testing, and roll-out phases to ensure solutions meet health service workflows and data requirements.
- Support the PMU in developing and applying implementation assurance tools such as checklists, dashboards, risk logs, and readiness criteria to monitor delivery against agreed standards.
- Assist in assessing infrastructure, connectivity, facility, and organizational readiness for phased deployment of digital health modules, including the EMR roll-out across primary healthcare facilities.
- Facilitate coordination and problem-solving among the PMU, implementation firm, health programmes, and other stakeholders to address technical and public health challenges.
- Contribute to the development and institutionalization of standardized tools, documentation, and processes to strengthen HISDU’s capacity for sustainable digital health system management.
- Provide mentorship and capacity building through hands-on support, progressively transitioning responsibilities to HISDU counterparts.
Required Qualifications
- Advanced degree in Computer Science, Information Systems, Software Engineering, Health Informatics, or a related field.
- Proven experience in designing and specifying complex IT or digital health systems, including systems architecture, interoperability, APIs/data exchange, databases, cybersecurity, infrastructure, scalability, and business continuity.
- Demonstrated expertise in preparing technical specifications, reviewing vendor solutions, and managing system integration, testing, acceptance, and implementation.
- Familiarity with health information systems and the operational environment of public-sector health programs.
- Strong competencies in adult learning, facilitation, training-of-trainers (ToT), mentoring, curriculum implementation, institutionalization, and change management.
- Ability to effectively collaborate with multidisciplinary teams including clinicians and financial staff.
Preferred Qualifications and Benefits

The assignment is planned for approximately 80 days between November 2026 and May 2027, embedded within the KP-HISDU PMU to provide hands-on technical support and strengthen the unit’s ability to manage and sustain the digital health ecosystem.
