This role involves providing technical assistance to support the expansion and institutionalisation of Facility-Level Budgeting (FLB) across 10 additional districts in Khyber Pakhtunkhwa (KP), Pakistan, under the Evidence for Health (E4H) programme funded by the Foreign, Commonwealth & Development Office (FCDO). The expert will work closely with the Financial Management Cell (FMC) and District Health Offices (DHOs) to transition FLB implementation from E4H-led to government-led management. This position requires leading capacity building, facilitating district budget seminars, overseeing consolidation of budget submissions, and ensuring alignment with provincial financial systems. The expert will provide mentoring, technical backstopping, and quality assurance while enabling FMC and district teams to independently manage the FLB process and scale it sustainably.

Key Responsibilities

- Lead and support FMC in the orientation and mobilisation of 10 additional districts for FLB implementation, ensuring alignment with established models and government processes.
- Coordinate and oversee competency-based Training-of-Trainers (ToT) for 40 focal persons/master trainers across 20 districts, facilitating peer learning and standardisation.
- Guide DHOs in conducting Annual District Budget Seminars focused on facility needs assessment, costing, budget preparation, and consolidation of facility-level budgets into district submissions.
- Provide technical mentoring, troubleshooting, and quality assurance during planning, budgeting, and consolidation phases, while progressively reducing direct involvement as government capacity strengthens.
- Support FMC-led provincial oversight of budget consolidation, ensuring submissions align with facility needs, district priorities, and provincial financial management systems.
- Assist in the transition to expenditure execution, including coordination with Health and Finance Departments for HR and financial system configuration at facility cost centres.
- Facilitate institutionalisation of FLB tools, processes, and capacity-building arrangements within FMC and DHOs to enable future province-wide scale-up with minimal external support.
- Ensure coordination with related E4H initiatives and other donor-supported programmes to maintain alignment and avoid duplication.

Required Qualifications

- Postgraduate degree (Master’s or higher) in Public Financial Management, Finance, Economics, Public Policy, Health Economics, Business/Public Administration, or a related field.
- Minimum of 10 years of relevant professional experience, with a strong background in public sector financial management reforms, particularly in health sector budgeting and expenditure.
- Proven experience working with provincial government finance and health systems in KP, including engagement with senior government leadership.
- In-depth knowledge of KP Public Financial Management Act, budget systems, Chart of Accounts, Delegation of Financial Powers, IFMIS/GFMIS, AG/DAO processes, and Facility-Level Budgeting and Expenditure Management Policy (FLB-EMP).
- Demonstrated expertise in government budgeting processes, health financing, facility-level budgeting, budget review and consolidation, and financial management information systems.

Preferred Qualifications and Competencies

- Experience in Facility-Level Budgeting (FLB), District Development Officer (DDO) functions, and public-sector budgeting and expenditure processes is highly desirable.
- Strong ability to translate complex PFM rules into practical, facility- and district-level processes.
- Excellent analytical and problem-solving skills with hands-on experience in budget facilitation and quality assurance.
- Proven capacity to coach and mentor DHO budget/accounts focal persons/master trainers and support district clusters through transition phases.
- Effective government engagement skills and ability to foster ownership and institutionalisation within provincial and district teams.

This role offers the opportunity to contribute to a critical health systems strengthening initiative by enabling government ownership of budgeting reforms that improve resource allocation and service delivery at the facility level. The assignment is scheduled from November 2026 to August 2027 with an estimated level of effort of 110 days.
