This role supports the expansion and institutionalisation of Facility-Level Budgeting (FLB) across 10 additional districts in Khyber Pakhtunkhwa under the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO). The position involves working closely with the Financial Management Cell (FMC) and District Health Offices (DHOs) to transition FLB implementation from E4H-led technical assistance to government ownership. The focus is on capacity building, coordination, and quality assurance to enable FMC to independently manage budgeting, planning, and expenditure processes at the facility level. The assignment spans from November 2026 to August 2027 and emphasizes mentoring, training, and supporting district teams through a phased approach that includes orientation, training-of-trainers, budget seminar facilitation, consolidation of budgets, and transition to sustained government-led financial management.
Key Responsibilities
- Support FMC-led orientation and mobilisation of 10 new districts for FLB implementation, ensuring alignment with established models and tools.
- Facilitate competency-based Training-of-Trainers (ToT) for 40 focal persons/master trainers from 20 districts, enhancing district-level expertise in budgeting and planning.
- Oversee and mentor district teams during Annual District Budget Seminars, enabling facility-level needs assessment, budget preparation, and prioritisation.
- Provide technical backstopping, troubleshooting, and quality assurance during budget consolidation and submission processes.
- Assist FMC and DHOs in transitioning from budget preparation to expenditure execution, including coordination with Health and Finance Departments for financial system alignment.
- Promote government ownership by gradually reducing direct E4H involvement and strengthening FMC’s capacity to lead future FLB scale-up independently.
- Coordinate with relevant stakeholders to ensure integration of FLB outputs into broader district and provincial health planning and financial management frameworks.
Required Qualifications
- Degree in finance, economics, public administration, data or health management, or a related field.
- Minimum of 5 years’ experience in data collection, analysis, documentation, training logistics, and government coordination.
- Proven experience or strong familiarity with Facility-Level Budgeting (FLB), District Development Officer (DDO) functions, or public-sector budgeting and expenditure processes.
- Excellent organizational skills with the ability to coordinate multiple district-level activities simultaneously.
- Strong communication, problem-solving, and data quality assurance capabilities.
