We are seeking a Mid National Short-Term Technical Assistance (STTA) Team Lead / Capacity Building Expert to support the expansion and institutionalisation of Facility-Level Budgeting (FLB) across 10 additional districts in Khyber Pakhtunkhwa under the Evidence for Health (E4H) programme. This role will guide the transition of FLB implementation leadership from E4H to the Financial Management Cell (FMC), ensuring government ownership and sustainability. The expert will lead capacity building, coordinate multi-district planning and budgeting processes, and provide technical mentoring to district health offices (DHOs) and FMC, enabling them to independently manage FLB activities aligned with provincial health sector priorities.
Key Responsibilities
- Lead the orientation and mobilisation of 10 new districts, facilitating institutional readiness for FLB implementation based on lessons learned from existing districts.
- Oversee the competency-based Training-of-Trainers (ToT) for 40 DHO focal persons/master trainers across 20 districts, ensuring standardized facilitation of facility-level budget preparation.
- Support and mentor DHO teams in conducting Annual District Budget Seminars focused on facility needs assessment, costing, prioritisation, and budget consolidation.
- Coordinate with FMC and district counterparts to consolidate facility-level Annual Action Plans and budget estimates into district submissions for the FY 2027-28 Demand for Grant.
- Provide technical backstopping and quality assurance throughout the planning, budgeting, and consolidation phases while progressively reducing direct involvement as government capacity strengthens.
- Facilitate the transition to expenditure execution by supporting alignment of HR and financial management systems with facility-level cost centres in coordination with relevant government departments.
- Promote government ownership by enabling FMC to lead provincial coordination, oversight, and future scale-up of FLB with minimal external support.
- Ensure alignment and coordination with other E4H technical assistance initiatives and relevant donor-supported programmes to integrate FLB within existing government financial and health planning processes.
Required Qualifications
- Postgraduate degree (Master’s or higher) in Public Financial Management, Finance, Economics, Public Policy, Health Economics, Business/Public Administration, or related fields.
- Minimum of 10 years’ professional experience in public sector financial management reforms, including budget formulation, execution, delegated financial authority (DDO) systems, expenditure tracking, internal controls, audit, and accountability.
- Proven experience working with provincial government finance and health systems, preferably in Khyber Pakhtunkhwa.
- Demonstrated ability to lead institutional capacity strengthening and engage effectively with senior government leadership.
- Strong knowledge of KP Public Financial Management Act, budget systems, Chart of Accounts (CoA), Delegation of Financial Powers, IFMIS/GFMIS, AG/DAO processes, and FLB-EMP.
- Experience in Facility-Level Budgeting, DDO functions, or public-sector budgeting and expenditure management is highly desirable.
