The Education Specialist will be responsible for resource mobilization, proposal development, technical assessments, donor reporting, policy advocacy, and capacity building. The position requires close collaboration with government bodies, donors, partners, and field teams to deliver impactful education interventions for out-of-school and marginalized children, with a focus on girls’ education and inclusive learning.

Key Responsibilities

Education Portfolio Development & Resource Mobilization: Develop and update PMS’s education strategy and growth plan, identifying priority themes such as accelerated learning, girls’ education, STEAM, and climate education. Map donors and funding opportunities, lead donor engagement, and build partnerships to scale existing projects and diversify funding sources. Track progress against resource mobilization targets and report to senior management.

Proposal Development & Technical Assessments: Lead the preparation of concept notes, proposals, logframes, and budgets aligned with donor and government requirements. Coordinate inputs from cross-functional teams and manage proposal timelines. Conduct education needs assessments, feasibility studies, and stakeholder analyses, ensuring integration of child safeguarding, gender, inclusion, and conflict sensitivity principles.

Technical Leadership & Quality Assurance: Provide oversight and technical guidance for education projects, including Community Learning Centres, teacher development, and Girls’ STEAM Clubs. Design and quality-assure training materials, curricula, and assessment tools. Ensure adherence to child safeguarding, positive discipline, and do-no-harm standards. Conduct field visits to monitor quality and provide coaching to field teams.

Networking, Coordination & Partnership: Represent PMS in national and provincial education forums, build relationships with government departments, NGOs, and academic institutions. Support policy dialogue and advocacy efforts, including organizing events such as the Kohistan Girls’ Education Summit. Liaise with donors on program quality and support technical discussions and visits.

Programme Support, Reporting, Monitoring & Learning: Assist project managers with work plans, recruitment, and technical inputs. Lead donor reporting and quality assurance of project documentation. Support the design of baseline and endline studies, learning assessments, and action research. Document lessons learned and contribute to evidence-based advocacy and proposal development.

Capacity Building & Knowledge Management: Develop and implement capacity-building plans for education teams on key approaches such as ALP, inclusive education, and child safeguarding. Conduct training sessions and on-the-job coaching. Maintain a resource library and promote knowledge sharing between Head Office and field teams.

Required Qualifications

A Master’s degree in Education (curriculum and instruction, primary or early-grade education, educational leadership), Development Studies, Social Sciences, or a related field is required. Candidates should have at least 7 years of experience in technical education programming in Pakistan, with expertise in non-formal or accelerated education, teacher professional development, and girls’ education. Proven success in resource mobilization and donor relationship management is essential. Experience working with government education departments, conducting technical assessments, and writing donor reports is also required.

Preferred Qualifications and Benefits

Additional training or certifications in foundational literacy and numeracy, inclusive education, proposal writing, or child protection are advantageous. Strong knowledge of child-centred, gender-responsive pedagogy and the Khyber Pakhtunkhwa education system is preferred. Excellent communication skills in English and Urdu are essential; knowledge of Pashto or Shina is a plus. The role requires willingness to travel to remote areas and an understanding of cultural and security contexts.
