Provide technical leadership for digital education initiatives under the Click to Learn program, supporting AI-enabled learning, digital content, and teacher development. Coordinate with government and partners to implement scalable, sustainable EdTech solutions within Punjab’s education system.

Key Responsibilities:

  • Strategic Implementation of the Google–Government Partnership: Oversee the roll-out of digital program components, including "Happy Learning Hour," FLN Camps, and AI-supported pedagogy, ensuring high fidelity and scalability. Bridge implementation gaps between SED, PMIU, PECTAA, and district authorities to resolve operational bottlenecks. Mainstream the use of Google tools (Read Along, Classroom, YouTube Kids, Gemini) into daily teacher practice and formal CPD cycles.
  • Partnership Stewardship and Private Sector Coordination: Act as the primary technical focal point for Google, Tech Valley, and local EdTech vendors. Conduct technical reviews of partner deliverables to ensure strict alignment with UNICEF’s quality standards and government data protocols. Establish a structured engagement framework to synchronize the efforts of various private-sector actors.
  • Policy Advisory and Institutionalization: Provide evidence-based advisory to the SED on digital education policy, ensuring alignment with the Foundational Learning Punjab (FLP) Policy 2024 and the Digital Education Roadmap. Develop transition and phase-out plans to ensure full government ownership of digital monitoring and implementation structures. Act as a technical lead for the provincial Oversight Committee.
  • Systems Strengthening and Data Analytics: Support the design and operationalization of an EdTech Data Analytics Application that integrates EMIS, LMS, and CPD data. Support the development of actionable dashboards for various tiers of management (Teachers, AEOs, District Managers, and SED) to track learning outcomes in real-time. Ensure rigorous compliance with digital privacy, child safeguarding, and ethical data practices.
  • Teacher Capacity and Digital Coaching: Support the standardization of a teacher CPD architecture that leverages AI-enabled tools and Google Workspace. Support PECTAA and PMIU in transforming AEOs into "Digital Coaches" through improved mentoring cycles and the use of the Classroom Observation Tool (COT).
  • Monitoring, Evidence and Knowledge Management: Generate high-level updates and analytical reports for UNICEF, Google, and Government leadership. Serve as the technical lead for research activities conducted via the Learning Innovation Hub. Track and evaluate milestones related to teacher engagement and foundational learning outcomes.

Required Education:

  • Minimum Master’s degree in education technology, ICT in Education, Computer Science, Public Policy, or a related field.
  • Professional certifications in Project Management or Data Analytics are highly desirable.
  • Candidates holding a more general degree alongside significant technical expertise and senior-level experience in technology and digital education will also be considered.

Required Experience:

  • Minimum 8 years of professional experience in designing and implementing large-scale EdTech or digital transformation programs.
  • Proven track record of managing high-value partnerships with global technology firms (e.g., Google, Microsoft, Amazon) or major EdTech providers.
  • Significant experience working within or closely with the Government of Pakistan, with a specific preference for the Punjab School Education Department and its subsidiary bodies (PMIU, PITB, PECTAA).

Technical Competencies:

  • Specialized expertise in AI-enabled pedagogy, digital teacher professional development, and the integration of LMS/EMIS systems.
  • Strong technical understanding of Google Workspace for Education and mobile learning tools (e.g., Read Along).
  • Solid knowledge of Data Privacy and Digital Safeguarding protocols for children.
  • Ability to translate complex technical requirements into actionable policy advice for non-technical government leaders.

Functional Skills:

  • Exceptional "convener" skills: the ability to lead multi-stakeholder committees and influence high-level decision-makers.
  • Strong analytical skills with the ability to oversee the creation of data-driven dashboards and results frameworks.
  • Strategic mindset with experience in developing "exit strategies" or sustainability models for donor-funded technology projects.

Language Skills:

  • Fluency in English and Urdu is required; knowledge of Punjabi is an asset.
