Pakistan Digital Authority (PDA) is seeking an experienced Executive Director to lead its Digital Economy function in Islamabad. This senior leadership role is responsible for driving the development and execution of national strategies, policies, and initiatives aimed at accelerating Pakistan’s digital economic growth. The Executive Director will provide strategic oversight across key areas such as digital trade, fintech, e-commerce, digital public infrastructure, data economy, and emerging technologies. The role also involves fostering strong collaboration among government entities, industry stakeholders, academia, and development partners to ensure cohesive progress in the digital economy sector.
Key Responsibilities
- Develop and lead the National Digital Economy Strategy, defining sector ambitions, priorities, targets, and implementation roadmaps.
- Conduct policy analysis and offer strategic guidance on digital trade, fintech, e-commerce, digital public infrastructure, data economy, and emerging technologies.
- Identify necessary policy, regulatory, institutional, and market interventions to accelerate digital economic growth.
- Oversee research, economic analysis, modeling, and evidence-based policy formulation related to the digital economy.
- Establish measurement frameworks and indicators to assess the digital economy’s impact on GDP, employment, investment, productivity, and exports.
- Monitor domestic and global digital economy trends and recommend strategic responses.
- Coordinate with federal ministries, provincial governments, regulators, industry, academia, and other stakeholders to align priorities and initiatives.
- Build and maintain strategic partnerships with private sector entities, multilateral and bilateral organizations, and development partners to mobilize expertise and resources.
- Represent PDA in national and international forums focused on the digital economy.
- Lead and manage a multidisciplinary team, overseeing work plans, budgets, deliverables, and performance management.
- Provide strategic advice to PDA leadership on emerging opportunities, risks, and policy priorities within the digital economy landscape.
Required Qualifications
- Bachelor’s degree in Economics, Development Economics, Public Policy, Business Administration, Finance, Digital Economy, Technology Management, or a related field from an HEC-recognized or reputable foreign university.
- At least 12 years of relevant professional experience, including significant leadership roles in digital economy, economic policy, digital transformation, technology policy, financial services, trade, or related sectors.
- Proven track record in developing and implementing national or sectoral strategies, policy frameworks, economic programs, or large-scale digital transformation initiatives.
- Strong understanding of digital trade, fintech, e-commerce, data economy, digital public infrastructure, and emerging technology trends.
