This role is based in Islamabad within the Procurement department and reports directly to the Senior Manager of Purchase Compliance & PMO. The Executive Purchase Compliance & PMO position demands a candidate with strong analytical, documentation, and coordination abilities. The ideal professional will possess a thorough understanding of procurement technical evaluation processes, vendor management, and expert pool management. This position plays a vital role in ensuring audit compliance, standardizing processes, tracking expert performance, and maintaining centralized control over Technical Evaluations (TEs).
Key Responsibilities
- Organize and facilitate centralized Technical Evaluation (TE) sessions for various sourcing projects to ensure consistency and compliance.
- Manage and update the Expert Pool database within the ERP system, ensuring accurate and current records.
- Support the Vendor Management Team in registering and onboarding new vendors to expand the supplier base.
- Collaborate with the Procurement Sourcing Team to upload and onboard vendors on the Open Bid Portal, helping identify qualified vendor opportunities.
- Maintain transparency and compliance throughout the TE processes, including monitoring expert behavior and scoring quality.
- Track and report TE Service Level Agreement (SLA) performance and efficiency KPIs, providing recommendations for continuous process improvements.
- Work closely with the Procurement Oversight Team to refine the TE framework and address any process gaps.
- Ensure all experts complete mandatory training and that expert pool data remains accurate and up to date.
- Identify and escalate any negative expert performance or behavioral issues to the relevant departments for timely resolution.
- Archive all TE-related documentation meticulously, including signed Statements of Compliance (SOCs), undertakings, feedback forms, and session recordings.
- Maintain a comprehensive expert feedback database and share performance summaries with Heads of Departments (HODs) for review and action.
Required Qualifications
- A Bachelor’s degree is mandatory. Degrees in Supply Chain Management, Project Management, Finance, ACCA, or related disciplines are preferred.
- Between 3 to 5 years of relevant work experience, particularly in procurement or technical evaluation roles.
- Strong communication and interpersonal skills to effectively engage with cross-functional teams and stakeholders.
- Proven project and time management capabilities to handle multiple tasks and deadlines efficiently.
- Excellent documentation and record-keeping skills to maintain compliance and audit readiness.
- Leadership qualities with the ability to mentor team members and foster collaboration.
- Strong problem-solving and critical thinking skills to address challenges proactively.
