Expert HLR & VAS Planning

JazzWorld is seeking an Expert in HLR and VAS Planning to join their team in Islamabad. This role focuses on planning, designing, and engineering the HLR and VAS network in alignment with the company’s annual plan and corporate strategy. The position involves configuration management, project implementation, CAPEX management, and collaboration with internal teams and external vendors. Reporting to the Manager of HLR/VAS Planning, this role leads a team of 12 and plays a critical part in integrating traditional network planning with AI-driven solutions to enhance network performance and customer experience.

Key Responsibilities

- Design, plan, maintain, and optimize HLR, HSS, SMSC, Smart Care/CEM, and other VAS platforms, ensuring high service availability and resolving performance bottlenecks.
- Manage end-to-end project lifecycles, including forecasting, procurement, deployment, capitalization, and invoice processing, while maintaining efficient CAPEX and OPEX control.
- Plan and implement network configuration changes with minimal disruption, adhering to cybersecurity policies and security governance guidelines.
- Automate routine HLR and VAS tasks using scripting languages such as Python or Perl, and support the deployment, monitoring, and troubleshooting of AI/ML models for predictive maintenance, anomaly detection, and traffic optimization.
- Analyze operational data using SQL or Oracle databases to drive performance improvements and capacity planning; prepare reports on network health and the impact of digital initiatives.
- Collaborate closely with Network Operations, IT, Product Development, and Customer Support teams; maintain up-to-date documentation and stay informed on the latest HLR/VAS and AI/ML trends.

Required Qualifications

- Hands-on experience in VAS and HLR planning, including SMSC, anti-spam, firewalls, HLR/HSS, with strong configuration and troubleshooting skills.
- In-depth knowledge of GSM and messaging call flows, IP protocols, and signaling.
- Practical experience in automation and scripting (Python, Perl, or JavaScript), with proficiency in SQL/Oracle and familiarity with data visualization tools such as Tableau or Power BI.
- Basic understanding of AI/ML applications in network planning, cloud platforms, and virtualization technologies.
- Strong results orientation, excellent communication and presentation skills, ability to balance competing viewpoints, and demonstrated leadership and teamwork capabilities.
