This role involves full ownership of end-to-end fiber network planning for a long-distance network project. The successful candidate will be responsible for planning and validating fiber routes, topology, capacity, splicing, ODF connectivity, route diversity, and preparing implementation-ready fiber documentation. The position requires close alignment with service requirements and coordination with downstream transport and IP planning teams to ensure seamless network integration.

Key Responsibilities

Develop comprehensive fiber network plans that encompass backbone, metro, access, inter-site connectivity, route diversity, and PoP/site interconnections. Perform capacity planning, fiber core allocation, and utilization forecasting to maintain a high acceptance rate of fiber planning deliverables. Analyze existing fiber inventory, GIS records, duct and route data, ODF records, splice diagrams, and field survey outputs to identify gaps and constraints.

Prepare detailed route plans, fiber allocation schemes, cable and core utilization views, ODF/patching requirements, and diversity assessments. Coordinate closely with civil works, field survey, implementation, operations, and vendor teams to validate routes, distances, feasibility, and access requirements. Ensure fiber plans support various technologies including DWDM, IP/MPLS, enterprise, wholesale, and critical services.

Define and enforce naming conventions, route identifiers, fiber core assignments, splice references, and documentation standards. Support reconciliation efforts between planned fiber records, physical inventory, as-built documentation, and circuit data. Identify fiber risks such as single points of failure, insufficient capacity, inaccurate records, route conflicts, or missing evidence.

Maintain planning trackers and deliver clean, accurate datasets for inventory updates, implementation, and reporting. Demonstrate strong stakeholder management skills and communicate effectively with both technical and non-technical teams. Exhibit high attention to detail, a quality-focused mindset, and structured documentation habits. Work efficiently under delivery pressure while maintaining accuracy and governance. Show strong problem-solving abilities and take ownership of assigned deliverables. Foster collaboration across planning, engineering, operations, rollout, and vendor teams. Fluency in both Arabic and English is mandatory.

Required Qualifications

A Bachelor’s degree in Telecommunications, Electrical Engineering, or a related field is required. Candidates must have a minimum of 8 years’ experience in fiber network planning, OSP/ISP design, or fiber inventory engineering. Proven experience with telecom GIS, fiber inventory platforms, network design tools, and structured planning datasets is essential. Hands-on expertise in route planning, diversity, and capacity planning is necessary. Experience working with multi-site field teams, contractors, and implementation vendors is required. Fluency in both Arabic and English is mandatory.

Preferred Qualifications and Benefits

Fiber optic design and/or installation certification is preferred. Certifications in FTTx or OSP planning are advantageous. Training in GIS or telecom inventory platforms is considered a plus.
