We are seeking a seasoned engineering leader to head our Engineering Department, responsible for planning and executing construction and maintenance projects in line with organizational standards. This role demands strategic vision to drive infrastructure expansion, quality enhancement, and sustainability initiatives. The ideal candidate will oversee multiple projects nationwide, ensuring timely delivery, adherence to safety and quality standards, and cost efficiency. This position requires strong technical expertise, leadership skills, and the ability to foster innovation and process improvements across engineering operations.
Key Responsibilities
Strategic Leadership & Department Oversight: Lead the Engineering Department in developing and implementing long-term strategies for infrastructure growth, quality improvement, and sustainable practices. Promote innovation and optimize processes to enhance operational efficiency.
Project Management & Execution Excellence: Manage 200–300 concurrent projects of varying scale across the country. Ensure projects meet deadlines, quality benchmarks, safety protocols, and budget constraints. Provide expert resolution of technical challenges to guarantee superior deliverables.
Design, Surveys & Engineering Compliance: Review and validate architectural, structural, and MEP designs. Ensure all engineering work complies with Pakistan Engineering Council (PEC) codes, FIDIC standards, and industry best practices. Supervise land surveys, soil testing, topography assessments, and feasibility studies.
Quantity Surveying, Budgeting & Cost Governance: Oversee quantity surveying functions including preparation and review of BOQs, BBS, cost estimates, budgets, and post-project financial audits. Maintain transparency and accountability in all financial aspects of engineering projects.
Procurement, Tendering & Regulatory Management: Manage tendering and procurement processes under the OFM model. Ensure compliance with tax regulations and frameworks such as FBR, SRB, and PRA.
Quality Assurance, Health & Safety, and Risk Management: Implement and monitor QA/QC systems alongside Health & Safety protocols. Identify and mitigate risks to maintain safe work environments and uphold construction standards.
Technology, Systems & Dashboard Development: Champion the adoption of project management tools like Primavera and Power BI. Develop centralized systems for real-time project tracking, progress monitoring, and comprehensive reporting.
Cross-Functional Coordination & Stakeholder Engagement: Collaborate with Regional Teams, Operations, Finance, Procurement, and Audit departments. Present project updates, technical reports, and strategic insights to leadership and key stakeholders.
People Leadership & Team Development: Build and mentor a diverse technical team, fostering collaboration, accountability, and excellence. Enhance team capabilities through structured training and professional development initiatives.
Required Qualifications
- Bachelor’s Degree in Civil Engineering from a PEC and HEC-recognized institution.
- Master’s degree in Project Management, preferably from an international university.
- Extensive knowledge of project management frameworks and proficiency in Primavera, AutoCAD, and Power BI.
- In-depth understanding of PEC rules, FIDIC guidelines, and engineering best practices.
- Strong experience with load-bearing, frame, and hybrid structural systems.
- Expertise in quantity surveying practices including BOQs, BBS, cost estimation, and budgeting.
- Working knowledge of tax regulations relevant to the construction sector, including FBR, SRB, and PRA.
- Proven experience in tendering, procurement, and OFM model procedures.
- Demonstrated ability to implement QA/QC and HSE systems effectively.
- Excellent stakeholder management and presentation skills.
- Ability to lead and develop large, multidisciplinary engineering teams.
- Willingness to travel extensively to remote project sites across Pakistan.
Preferred Qualifications and Experience
- Over 20 years of progressive experience in engineering, construction, and project management.
- Proven track record in leading multi-location construction projects.
- At least 7 years of leadership experience overseeing Quantity Surveying functions.
