A.       Responsibilities

The Monitoring & Evaluation Officer is responsible for:

  • Monitoring and evaluation of programme measures using a specified monitoring framework focusing on outputs, outcomes and impacts to ensure performance, results achievement, quality information and reporting on results
  • The process of creating, sharing, using and managing the knowledge and information of the programme
  • Coordinating M&E related tasks and assignments working with a variety of stakeholders 

B.      Tasks 

1. Coordination and monitoring

The Monitoring & Evaluation Officer is responsible for:

  • Coordinating with programme management, technical team, and technical backstopping consultant to ensure that the data collecting systems are being updated continuously, according to common agreed standards and providing required information
  • Conducting regular monitoring session, to review and assess results and to disseminate information and feedback to the programme management and technical team
  • Establishing and maintaining M&E tools (qualitative and quantitative approaches) and data entry for online systems to monitor towards progress and results
  • Providing feedback on field reports of Independent Project Reporting (IPR) or similar, document and disseminate them to relevant stakeholders
  • Providing inputs, information and statistics for monthly, quarterly, annual and other reports and presentations to relevant stakeholders
  • Liaising with partners and other stakeholders and their relevant M & E Officers
  • Coordinating and managing consultant contracts relating to monitoring and evaluation, surveys and assessments

 2. Research and study

The Monitoring & Evaluation Officer is responsible for:

  • Continuously researching and conducting self-studies on monitoring, evaluation, qualitative and quantitative approaches, specifically the GIZ impact monitoring framework
  • Preparing of tutorials and other capacity development measures for the programme team to ensure continuous learning

 4. Knowledge management

The Monitoring & Evaluation Officer is responsible for:

  • Establishing and maintaining Management Information Systems (MIS) including data definition, data collection and preparation of data for publication
  • Ensuring that administrative (MIS) and results (M&E) data are processed and shared within programme and stakeholder group (BMZ, donors; the Merged Areas Secretariat, implementing partners etc.), which requires to be harmonized with the communication strategy
  • Suggesting and coordinating necessary research and ensuring that results are appropriately communicated among relevant stakeholders
  • Providing inputs for the annual reporting of programme to BMZ

 5. Other duties/additional tasks

  • Performs other duties and tasks at the request of management

 C.    Required qualifications, competences and experience

Qualifications

  • Master’s in Social Sciences, Management or related field required 

Professional experience

  • At least 3 years’ professional experience working with an international organization in the development sector and/or familiarity with policies and M+E systems will be preferred
  • Experience in this area of work, specifically with data collection and entry, their assessment and oversight 

Other knowledge, additional competences

  • Excellent working knowledge of ICT technologies
  • Strong analytical skills and ability to work independently
  • Proficiency in English, Pashtu/Urdu
  • Strong interpersonal communication skills
  • Willingness to upskill as required by the tasks to be performed-corresponding measures are agreed with management.
  • Availability to conduct field missions to intervention areas in Tribal Districts and Sub-Divisions
