A.     Responsibilities 

The Reintegration Advisor: 

  •   Provides project related information, counselling, advise and guidance to the visitors of the Pakistan-German Reintegration and Facilitation Center (PGFRC) 
  •   Carries out advice, provides services and customized reintegration measures to individuals seeking counselling and support, especially to migrants who have returned to the country from Germany and other countries 
  •   Researches, compiles, and makes available relevant information, offers and actors in social and professional reintegration in the country 
  •   Provides country-specific information to migrants intending to return from Germany and other countries 
  •   Prepares and presents policy recommendations based on research and analyses 
  •   Supports the project planning and concept design, including the preparation, organization and moderation of planning exercises and their implementation 
  •   Conducts research, compiles, and makes available relevant information, offers and actors in legal migration and reintegration offers (business start-up, job placement, vocational training, psychosocial support and others) in Pakistan 
  •   Ensures a good communication and information flow within GIZ and with all local and international partners 
  •   Conducts monitoring, ensures quality management, assures a proper communication and documentation of the implementation of project plans and activities in close consultation with partner institutions and conducting activities according to the implementation plan. Coordination with partners advisory structures 
  •   Is responsible for cross-cutting topics within the programme in Pakistan 

B.     Tasks 

1.     Advisory Services 

The Reintegration Advisor:  

  •   Advises returnees from Germany and other countries as well as local population on reintegration services offered by the advice centre and its partner network in Pakistan through referral system 
  •   Extends advisory services and assistance to potential returnees through phone, Skype, MS teams still residing in Germany and other countries 
  •   Provides advice to returnees about job placement and training opportunities and offers guidance on business start-ups  
  •   Provides information to returnees on the reintegration services offered by the PGFRC advice centers 
  •   Supports capacity and knowledge building of national counterparts through job trainings, workshops on knowledge sharing and reports 
  •   Performs necessary tasks to develop and implement skill development activities through TVET 
  •   Conducts needs assessments with individuals from the target group 
  •   Researches on required reintegration offers in Pakistan  
  •   Coordinates with different units of the programme and GIZ regarding the advisory services provided to the target group 
  •   Identifies and provides referrals in employment promotion measures of target group 
  •   Directs coordination with reintegration scouts/colleagues in Germany on case to case basis 
  •   Advices on legal migration topics to interested individuals, on demand
  •   Researches and monitors the local labour market as well as transnational economic activities between Pakistan and Germany – and provides relevant information to the team 
  •   Updates relevant folders of the GIZ (DMS and Public Folder) for the purpose of knowledge management to facilitate access to key information for tenders such as project references, performance confirmations from clients etc. 
  •   Supports the exchange and cooperation with the scouts (e.g. exchanging information on cases, conducting skype calls, participation in Jour fixe etc.) 
  •   Responsible for tracking the cases as well as regularly updating the report and follow-up returnee data sheet and ensure sharing the updates with everyone (scouts, Project Manager & Advisors) 

2.     Stakeholder cooperation and -coordination 

The Reintegration Advisor:  

  •   Coordinates and cooperates with partner institutions and other relevant stakeholders (including civil society, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives 
  •   Supports the establishment of structures, processes, and communication channels with the relevant stakeholders 
  •   Coordinates with other GIZ projects providing reintegration services to the target group 
  •   Coordinates within the global set-up of the programme with GIZ units in HQ and other partner countries 
  •   Assists in coordination matters within the economic and reintegration cluster in GIZ PAK 
  •   Provides strategic policy advice to government counterparts, donors and other partners on issues related to the immigration 

3.     Knowledge management 

The Reintegration Advisor:  

  •   Assists in Case Management Tool and reporting of numbers on monthly basis 
  •   Compiles information on assigned area of responsibility and ensures knowledge transfer among stakeholders, and within the programme 
  •   Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures
  •   Draws up reports and presentation documents 
  •   Prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the management and GIZ head office; prepares reports on activities implemented, experiences made with the target groups and the cooperation with stakeholders Assists with research activities and studies on assigned area of responsibility 
  •   Assists in all relevant M&E processes in coordination with M&E focal person of the programme in PAK and M&E team of the programme in Germany; provide support in compiling the data for the monthly special reporting to donor 
  •   Enters case data in the existing Case Management Tool and data sheets used by the programme and maintains database for existing cases 
  •   Helps to develop and execute communication pieces in close coordination with the Communication Advisor for designing outreach activities for the target group 
  •   Informs the National Coordinator on governmental activities on programme-related topics 

4.     Other duties/additional tasks 

  •   Performs other duties and tasks at the request of the direct superior and programme management 

C.    Required qualifications, competences, and experience 

Qualifications

  •   Master’s Degree in social sciences or any other project related field; qualification in business administration (equivalent of MBA)  

Professional experience 

  •   At least 5 years’ professional experience in a comparable position 

Other knowledge, additional competences 

  •   Highly motivated and service oriented 
  •   Very good management, communication, and problem-solving skills 
  •   Language skills: Urdu (fluent spoken and written); English (good command in speaking and writing); German language can be an asset 
  •   Very good working knowledge of ITC technologies (related software, email, the internet) and computer applications, MS Office; high command of Excel; experiences with data base applications are an asset 
  •   Knowledge on economic and social reintegration measures and landscape in PAK are an asset 
  •   Familiarity with the administrative, political and policy environment in Pakistan and in the region 
  •   Ability to impart training and capacity development sessions 
  •   A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines 
  •   Willingness to travel in- and outside the country 
  •   Ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines 
  •   Attention to detail with a strong focus on privacy and protection of sensitive personal data and information 
  •   Fully proficient computer skills and use of relevant software and other applications. Strong knowledge of MS Office including the data analyses/processing packages 
  •   effective partnerships and working relations 
  •   Very good interpersonal skills and ability to establish and maintain strong relationships with partners, officials, media, and civil society 
  •   Experience in an international working environment, capability to work within an inter/cross-cultural environment and politically sensitive context
