BASIC PURPOSE OF JOB

Greenstar Social Marketing invites applications for the position of Deputy Chief of Party based at Karachi / Islamabad for an upcoming project that supports local governments in urban areas to rapidly scale up high-impact interventions that have been proven successful. By working through existing government and community systems and institutionalizing these practices, the project will promote self-reliance and sustainability. The project focuses on working closely with Provincial / Local governments and will support government in creating strong Public and Private sector interventions to increase mCPR by bringing in new users, especially from the urban poor.

Key Responsibilities:

Donor Compliance:

  • Having agreed on donor deliverables, the Deputy Chief of Party will be responsible to assist COP in disseminating these internally with any associated requirements of the donor
  • Will ensure a regular follow-up on donor deliverables so that any gaps occurring during the course of implementation are pointed out and resolve found by discussion with relevant staff/implementing departments
  • In meeting donor requirements and achieving objectives, the Deputy Chief of Party should function in line with existing Greenstar procedures and policies, laid down and revised from time to time.
  • Work closely with program team to document best practices, analyze reports & results, and troubleshoot problem areas.

Planning and Strategy Development:

  • Assist COP in development of evidence-based coordinated program to meet the objectives of the proposed Project
  • Develop project work plans with COP/program staff and support department and consolidate it into an overall project implementation plan which is then presented to all concerned and closely followed up. This will ensure that the program runs as per the donor guidelines and achieves desired results
  • Ensure full documentation in program repository – both in hard and soft copy of all processes, approvals related to program.

Donor / Stakeholder Relationship / Organizational Development:

  • Assist COP in managing donor relationships and coordination
  • Represent COP at various events for the donor concerned where delegated
  • Encourage innovative ideas to bring in more efficiency

Team Management:

  • Capacity development and staff building within the Project Team; e.g. Program Managers skills to track deliverables, use research-based evidence, donor communication and reporting
  • Manage program staff performance, including routine feedback, regular supportive supervision, performance appraisals and capacity building

Knowledge Exchange:

  • Analyse program data from time to time; analyse data, share findings and recommendations with all concerned and develop action plans accordingly
  • Guide in development, implementation and management of evidence-based programming that is in line with organizational and regional best practices, national health plans and platform strategic plans

Financial Management:

  • Assist COP in Creating and developing project budgets with the help of finance team and CFO
  • Have a detailed budget at hand with budget notes (more explicit than shared with the donor) to help track activities versus budgets
  • Close follow-up of spend rates to see where gaps are and plan accordingly on periodic basis
  • Be cognizant of the spend rate trend over the Project period and have a plan for going back to the donor for any realignments if necessary
  • Be aware of and follow up on all procurement related matters and do all efforts to ensure timely delivery of materials for effective program implementation.

HR Management:

  • Ensure all staff is hired within given timelines and vacancies are filled promptly as per approved program Head Count
  • Management of staff performance through clear communication of expectations and deliverables
  • Guage performance of team and take remedial in case of performance gaps

M and E:

  • Assist COP to develop an internal M&E mechanism so that Program staff has a closer and deeper insight into operational work
  • Discuss with the Organizational M&E team regarding Program deliverables and steps to achieve it, standardized monitoring tools along with data collection tools to be used across the board
  • Assist/support the M&E team in the development and implementation of sustainable and effective systems to improve accountability and deliver results

Relationship enhancement:

  • Actively engage with all concerned line staff (government, other partners) to ensure smooth flow of project activities
