HEAD OF GOVERNMENT RELATIONS

Our client, a well-established Karachi-based organization, is seeking an experienced professional to lead their government relations efforts. The Head of Government Relations will be responsible for managing and strengthening the organization's engagement with government entities and public-sector stakeholders across Pakistan. This role involves navigating complex regulatory environments, ensuring compliance with relevant laws, and advocating effectively for the organization’s interests. The ideal candidate will possess deep knowledge of government policies, regulatory affairs, public administration, and stakeholder management, enabling them to foster productive relationships and influence policy decisions.

Key Responsibilities

Government Liaison: Act as the primary point of contact between the organization and key governmental bodies, including the Public Procurement Regulatory Authority (PPRA), Federal Board of Revenue (FBR), and various provincial ministries. Build and maintain strong relationships at multiple government levels to facilitate open communication and collaboration.

Policy Advocacy: Monitor, analyze, and interpret emerging government policies and regulatory changes. Provide timely insights and develop advocacy strategies to influence policy decisions that impact the organization.

Stakeholder Engagement: Organize and coordinate outreach programs, workshops, and meetings with government stakeholders to ensure the organization’s objectives are clearly communicated and understood. Collaborate with industry associations and other relevant parties to promote joint initiatives on regulatory matters. Work closely with senior management to shape organizational responses to policy changes and government directives.

Compliance and Regulatory Oversight: Secure necessary licenses and approvals from local and federal authorities. Partner with legal teams to address compliance issues, respond to regulatory changes, and manage disputes effectively.

Crisis Management: Lead efforts to resolve conflicts with government entities arising from operational activities. Develop and implement crisis management protocols to minimize disruptions and ensure business continuity.

Training and Development: Provide training sessions for internal teams on government regulations, compliance requirements, and effective communication strategies with government bodies. Mentor junior staff to build internal capacity in government relations.

Required Qualifications

A minimum of 16 years of education is required, preferably a Master’s degree from an HEC-recognized university in Public Policy, Law, Business Administration, Public Administration, or a related field.

Professional Experience

Candidates must have at least 10 years of professional experience in government relations, public affairs, or advocacy roles. Experience in the public sector or as a retired armed forces officer is highly desirable. Additionally, a minimum of 5 years in a similar role at an equivalent or one level below position is required. Proven expertise in dealing with government bodies and understanding regulatory frameworks is essential.

Relevant Skills

Strong negotiation, communication, and interpersonal skills are critical for success in this role. The candidate should be adept at analyzing complex technical and regulatory documents. Proficiency in Microsoft Office Suite and relevant research tools is also necessary.
