Paramount Pharmaceuticals, a well-established pharmaceutical manufacturer based in Islamabad since 1994, is seeking an experienced HR Manager to lead its human resources function. The company employs approximately 350 staff across various departments including production, quality, warehousing, engineering, administration, and sales. This role is based at the Islamabad site and reports directly to senior management. The HR Manager will be responsible for maintaining a disciplined and well-documented HR function that supports a regulated manufacturing environment, ensuring the right people are in the right roles, employee records are audit-ready, and fair, consistent treatment of employees is upheld.

Key Responsibilities

- Workforce planning: Collaborate with department heads and management to agree on annual manpower plans, maintain approved headcount, and update the organizational chart accordingly.
- Recruitment: Manage end-to-end recruitment processes for all levels, from drafting job descriptions to extending offers and conducting pre-employment checks.
- Onboarding and exits: Oversee contracts, joining formalities, induction processes in coordination with relevant departments, probation confirmations, transfers, resignations, terminations, exit interviews, and final settlements.
- HR policies and SOPs: Develop, maintain, and communicate HR policies and procedures aligned with the company’s management systems.
- Employee relations: Serve as the first point of escalation for employee concerns and administer a documented grievance procedure with defined timelines.
- Disciplinary processes: Conduct inquiries in accordance with company policy and applicable laws, ensuring proper notice, hearings, and documented outcomes; advise line managers proactively.
- Attendance, leave, and records: Manage attendance and leave systems while maintaining complete, accurate, and retrievable personnel files for all employees.
- Performance management: Lead the annual appraisal cycle including objective setting, reviews, calibration with department heads, and linking outcomes to increments and promotions; keep job descriptions current.
- Training administration: Prepare the annual training plan with department heads and Quality Assurance, maintain training matrices, schedules, and records to ensure all employee training is documented and traceable.
- Compensation and payroll inputs: Coordinate salary structures, increments, allowances, and benefits administration; prepare and verify monthly payroll inputs for Finance.
- Compliance: Ensure adherence to Pakistani employment and labour laws, statutory registrations, and employment-related reporting requirements.
- Engagement and organizational development: Implement practical engagement activities suitable for a manufacturing environment; support management with organizational structure, succession planning for key technical roles, and retention of scarce skills.
- HR reporting: Provide monthly reports to management on headcount, turnover, absenteeism, overtime, open positions, training completion, disciplinary cases, and grievances.
- Coordination and audit support: Collaborate daily with Production, Quality, Regulatory Affairs, Engineering, Administration, Finance, and Sales; provide HR documentation for internal, regulatory, and customer audits as required.

*Note:* Technical training content, regulatory submissions, and product quality decisions remain the responsibility of Quality Assurance and Regulatory Affairs. HR supports these functions through records, scheduling, and people processes.

Required Qualifications

- Bachelor’s degree (16 years) in Human Resources, Business Administration, Management, or a related field. A Master’s degree in HRM or a related discipline is preferred.
- Minimum of 8 years of progressive HR experience, including at least 3 years in a managerial or significant HR leadership role.
- Experience in manufacturing, FMCG, medical devices, food, chemicals, or other regulated environments with a large workforce. Pharmaceutical industry experience is preferred but not mandatory.
- Hands-on experience with recruitment, disciplinary and grievance handling, HR documentation, payroll inputs, appraisal systems, and training administration.
- Working knowledge of Pakistani employment and labour laws and practices.
- Strong written English skills for policy development and reporting; fluent Urdu for effective communication at the shop floor level.
- Ability to work constructively with senior department heads.
- Proficiency in Excel; experience with HRIS, attendance, or payroll systems is advantageous.
- Based in or willing to relocate to Islamabad/Rawalpindi.
