The HR Officer will play a vital role in supporting the daily human resource operations to ensure smooth implementation of HR policies and timely delivery of employee services. This position requires managing accurate HR records and maintaining effective coordination with regional offices and internal departments. The ideal candidate will be a proactive HR professional with strong communication, organizational, analytical, and problem-solving skills, committed to fostering a positive workplace environment.

Key Responsibilities

Recruitment & Selection: Manage end-to-end recruitment processes including job postings, CV screening, shortlisting, interview scheduling, assessments, reference checks, and documentation. Collaborate with hiring managers and regional teams to meet recruitment timelines for approved positions. Prepare employment offers, contracts, and onboarding documentation while maintaining an updated recruitment tracker and pipeline.

Employee Lifecycle Management: Facilitate onboarding, orientation, probation confirmation, transfers, promotions, and other employee movements. Maintain accurate employee records and personnel files. Coordinate employee separation formalities, clearance, exit documentation, and related HR processes.

Attendance, Leave & HRMS: Monitor attendance and leave records, resolving discrepancies in coordination with regional offices. Ensure timely processing and accurate recording of leave. Maintain and update employee information in HRMS and other databases, supporting improvements in HR systems and digital processes.

Payroll & Benefits Support: Coordinate monthly payroll inputs including attendance, new joiners, separations, salary adjustments, deductions, and allowances. Support administration of employee benefits such as health insurance. Liaise with Finance to resolve payroll-related issues and assist with statutory requirements including EOBI.

Performance Management: Coordinate probationary and annual performance appraisals. Maintain performance records and follow up on pending evaluations. Support managers in implementing performance improvement plans and ensure proper documentation of performance-related matters.

Employee Relations & HR Support: Respond to employee HR queries and provide guidance aligned with organizational policies. Assist the HR team in managing employee relations professionally and confidentially. Promote a respectful and positive workplace culture while maintaining confidentiality of sensitive information.

HR Reporting & Data Management: Prepare regular HR reports covering headcount, recruitment, turnover, attendance, leave, benefits, and other indicators. Maintain accurate HR databases and trackers. Support HR audits by ensuring completeness of employee documentation and provide data analysis to aid management decisions.

Policy & Compliance: Ensure HR processes comply with organizational policies and procedures. Assist in reviewing and improving HR policies, SOPs, and workflows. Support compliance with labor laws and statutory requirements.

Regional HR Coordination: Act as the HR focal point for assigned regional offices. Coordinate with Regional Program Managers and administrative teams on employee-related matters. Conduct follow-ups on HR compliance, documentation, attendance, leave, and support HR initiatives across regional offices.

Required Qualifications

A Bachelor’s or Master’s degree in Human Resources, Business Administration, Management, or a related field is required. Candidates should have 3 to 5 years of relevant HR experience, preferably within an NGO, development organization, or multi-location environment. Practical experience in HR operations, recruitment, payroll coordination, employee relations, and HR reporting is essential.
