Terms of Reference for Consultant to conduct a detailed Market Assessment to strengthen the economic empowerment of women in Afghan Refugees Camps in Khyber Pakhtunkhwa
Overall Goal of the Assignment:
To conduct a detailed market assessment for identification of women friendly economic opportunities, trends, trades and linkages for the women of Afghan Refugees in Panian1, Panian2, Phadana Refugees villages in Haripur District, Khaki Refugees village in Manshera District, Gandaf Refugees village in Sawabi District, Baghecha refugees village in Mardan District, Toor, Toor, Taimer, and Chakdara Refugees village in lower dir District,
To minimize the GBV risks, IMC will focus on group discussion series from IRC EASE model to engage the trainees. and will also engage their partners after consultation with trainees to reflect on what is a successful household and explore power dynamics in their relationships and how it affects decision making, and gender roles
The assessment should include the aspect of (EASE Model approach) ECNOMIC AND SOCIAL EMPOWERMENT FRAMWORK especially in sampling assessment with community for identification of their interest,skills and economic opportunities. strong gender analysis, including identify any obstacles, real or perceived, for women to participate in WEE. In addition, the assessment must include participative data collection inf the form of focus group discussions and key informant interviews with both men and women, to help design a way forward engaging both with the women, and their husband/father/maharam throughout the course of the program.
Under the program safe space is one of the strategies for the protection & empowerment of women & girls. A safe space is a formal or informal place where women and gilrs feel phisicaly and emotionally safe and can access to the available services as per their needs e.g. GBV case management services, psychosocial support & safe referrals.
IMC will collaborate with other organizations for utilizing their already established centers for skills development but in case of absence IMC will establish safe spaces within the Basic Health Units (BHUs) so women can be facilitated in terms of Skills building, access to GBV & PSS services etc. Therefore, the assessment shall focus on this aspect to design interventions for safe sapces in consultation with the community and service providers.
1. Consultancy Summary
1.1. Essential Duties & Responsibilities
To perform this consultancy successfully, an individual must be able to perform the following:
1. Initial meetings with IMC program team in Islamabad & Technical Unit (TU) to discuss & understand scope of the work
2. Develop a detailed plan for individual & group interviews to be done in the stipulated timeframe
3. Develop tools & methodology for market, beneficiaries, and stakeholders' assessment with the consultation of IMC Pakistan team and TU
4. Develop tools and methodology for gender analysis, including identifying obstacles to female participation
5. Preform qualitative data analysis
6. Field visits to conduct interviews with project beneficiaries and stakeholders to identify their interest, skill/capacity, existing opportunities, and gaps
7. Identify market demands, trends, trades, and income generating activities in the targeted locations
8. Ensure all necessary arrangements before the start of the activity
9. Well prepared all required documents before the start of the activity
10. Share draft assessment report with IMC program team for feedback
11. Integrate the feedback and finalize the assessment report
12. Gender analysis will be a separate document though referenced in the assessment
1.2. Scope of Work:
The purpose of this consultancy is to assist International Medical Corps to identify needs & interests of the women Afghan Refugees, trends, and opportunities in the market to design & implement women economic empowerment initiatives in the Afghan Refugees camps. The assignment is expected to be conducted in the months of December 2022 and January 2023 (44 total working days).

To perform this consultancy successfully, an individual must have experience of humanitarian and development sectors DRR, DRM and livelihoods especially in women economic empowerment, and gender-based analysis. must be able to perform each task with or without reasonable accommodation.
