Background Rational:

 

The International Rescue Committee (IRC) has successfully implemented a four years “Community Driven Environmental Health Project” (CDEHP) funded by Department of Foreign Affairs of Trade (DFAT) – Australian Aid in three districts namely Mardan, Nowshera and Peshawar of Khyber Pakhtunkhwa, Pakistan. The basic concept behind the project was “Theory of Change”. The project relied for its success on a process of community engagement and strengthening service providers for better service provision. The primary focus of the project was on the poor water and sanitation coverage in these areas, mobilizing the communities to tackle their coinciding issues using their own skills, energy and available local resources along with capacitating Govt. line departments. The improved WASH services will contribute to reducing diseases associated with poor sanitation, contaminated water and unhealthy environment.

 

“A charrette (pronounced [shuh-ret]), is a collaborative community planning and design process that brings stakeholders together in intensive work sessions to develop plans for a building or development.”

  

International Rescue Committee- Environmental Health team IRC team members (especially the engineers) worked with local artisans at the practicalities of providing affordable yet desirable household sanitation. At a later stage, community artisans will be trained in the use of the model (and in the requisite building skills) so that they can offer a wider range of options to prospective clients.  These stakeholders will support the CLTS triggering process, while also profiting from improved business opportunities. At some point the existing business entrepreneurs will be invited to see model when people say they would like to construct latrines, then they can mention the materials available.

The purpose of the Consultancy:

 

IRC will hire a consultant /firm to produce ten models of latrine charrettes, having different designs of low cost latrines for targeted UCs and IRC office. EH latrine model will support government line departments including PHED, Education, Social Welfare, District Council, MC, EPA, WATSAN cell, local government to share different design of latrine tested during implementation of CDEHP .Once the latrine models are produced to the required quality it will help community members and stakeholders to build further demonstration latrines in target communities on self-help basis. Besides Latrine charrettes, two 3D designs of EH village models will also be developed by the consultant to effectively advocate the case of environmental health to the policy makers and also to acknowledge the efforts of CDEHP implementation team.

The Specific Objective(s) of the consultancy:

 

1.      A range of cost options developed and priced out, and clear IEC materials (models) developed to capture the findings and key information regarding household latrines in the local context.

2.      These model will support the government departments and sister organizations during CLTS process and provide wide range of low cost sanitation options. Will also help for replication of this low cost latrine model in other districts of KP as well.

3.      During triggering when people say they would like to construct latrines, then they can mention the material and options available

4.      To build the capacity of IRC and CDEH project stakeholders regarding variety of low cost sanitation options  

5.       business entrepreneurs will be invited to see the model for profiting from improved business opportunities

6.      3D designs of EH village models will also be developed by the consultant to effectively advocate the case of environmental health to the policy makers

The Approach and Methodology:

 

The material for EH model will be selected by the selected consultant at the outset of the work and will be presented in initial meeting. IRC intent to build 10 Models of latrine charrettes, having different designs of latrines in one model for our targeted UCs and IRC office

Guiding Principles and Values:

 

Procedures that the evaluator(s) should follow include;

·               Shared work should be transparent, real and original work of the consultant.

·               Use of standard material for model.  

·               EH model will be the property of IRC and should not be replicated or used in any form or any other model.

 

   

 

Professional Qualifications:

 

The selected consultant must have master degree in relevant field of fine arts or infrastructure and a proven track record of at least three professional consultancies/assignments on model making. The desired consultant/firm must have ultimate knowledge of standard model making.

 

Scope of Work and Schedule:

 

Consultant is expected to produce the following deliverables;

A.      To develop latrine charrettes and EH village 3D models

1.                  Technical Proposal (Along with CV while Appling)

2.                  Cost Proposal (Along with CV while Appling)

3.                  Timeline (Along with CV while Appling)

4.                  Detailed presentation regarding model

5.                  Presentation of final product

 

Working schedule:

 

The consultancy will last for 30 days from the date of hiring.

        

Budget and Payment:

 

60% payment will be made upon agreement, initially for the purchase of material for the proposed models 

 

40% on acceptance of the final product. The payment includes tax as per IRC policy.
