Finance Officer

IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

With the supervision and guidance of the Finance Manager, the Finance Officer will be responsible for ensuring that IRC Pakistan and its partners meet the compliance requirements of donors as well as IRC policies and procedures. This position involves travel in the field offices of IRC and partner organizations.

Major Responsibilities:

Compliance:

·         In coordination with Finance and Operations, monitor and facilitate compliance of donor and IRC requirements.

·         Update the financial record/ vouchers regularly as required by IRC and donor.

·         Processing of payments at field office Multan and ensuring compliance with IRC procurement policies.

·         Generate monthly invoices on the format specified by donor.

·         Ensure that invoice is supported with all supporting documents for donor’s monthly verifications. 

·         Support donor’s auditors in verification of monthly invoice for approval and address any issue raised by the auditor.

Administration:

·         Ensure monthly invoice and any other financial reports for donors are submitted on time and on appropriate formats;

·         Ensure monthly invoice/financial reports are prepared in accordance with donor approved financial limits.

·         Keep track of mobilization advance and cash flow of the project. Prepare monthly cash flow forecast for the Multan office and coordinate with country office finance team to arrange funds etc

·         Maintain record of all bank payments and cash for the office.

Others

·         Undertake other tasks as requested by the line manager.

·         To offer training and capacity building of all staff on program reporting and IRC program specific documents

·         Report to the country office about any irregularities that occur within the IRC office on policy and procedures matters.

Job Requirements:

a)      Education:

·         Bachelor’s degree in Accounting, Business Administration Finance, Commerce or MBA, M.Com.

b)      Work Experience:

·         Minimum 03 years of relevant experience with NGOs, INGOs especially with local govt.

c)      Demonstrated Skills and Competencies:

·         Ability to handle multiple tasks

·         Effective communication and negotiation skills.

·         Willingness to travel to project sites.

·         Team player.

·         Ability to work under stress and pressure

Language Skills:

·         Must be fluent in Urdu & English languages.
