IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.
Job Overview/Summary:
IRC Pakistan is implementing five years “leveraging Inclusive WASH for Empowerment in Pakistan (LIFE-Pakistan) project i.e. Water For Women Fund supported by Department of Foreign Affairs and Trade, Australian government. The project focusses Open Defecation Free environment in 75 villages of Khyber Pakhtunkhwa which also includes 25 villages from District Buner. The incumbent would require leading engineering operations on daily basis in rural communities, schools, BHUs and other institutions present in the area. They would have to ensure oversight, monitoring and streamlining engineering work as per IRC and Donor guidelines.
Major Responsibilities:
1. Work jointly with LIFE team for their environmental investigation efforts i.e. sanitary surveys, WSS scoping/mapping etc. to effectively bridge these efforts with accessibility options for the deprived groups.
2. Find ways, means and innovate to reduce the hazards of poor wash services in the target schools.
3. Monitoring progress of EH infrastructure during implementation phase of the project.
4. Provide technical support to implementing partners in verification of WASH Inclusive infrastructures i.e. drawings, design and BOQ’s through field visit as per National/international codes/standards such as ACI, ASTM, ACP, CBM etc. for improved quality and inclusiveness.
5. Field Engineer will ensure that all construction sites meet legal/standardized guidelines, health, and safety requirements, and keeping in view universal access guidelines.
6. Field engineer is responsible for ensuring that designs and solutions are developed in consultation with Schools/ALCs staff, and are designed to meet the WASH needs, with enough and effective feedback on designs from the clients.
7. Field Engineer will ensure WASH designs follow environmental and health regulations.
8. Responsible for professional/technical engineering designs/drawings and review standards, surveys and inspections.

9. Provides technical assistance and consults with other Governments departments and sister organization regarding engineering functions and site selection & development.
10. Establishing minimum requirements for safeguarding public health and safety of marginalized groups i.e. PLWD, TGs, older, chronically ill etc. Ensuring significant engagement and access to WASH services and facilities.
11. Assess potential risks, provide advice, and resolve creatively any emerging problems/deficiencies during implementation of SIP in targeted areas. Supervise all the technical assessments and monthly evaluations of engineering activities and report all the activities to line Manager in a timely manner.
12. Supervision/development/review the following. (Where applicable)
• WASH infrastructure both in institutions and Communities
• Inclusive WASH infrastructures provision in Schools/Health facilities and Communities
• Technical aspects of the project related to Environmental Sanitation Inclusive WASH approaches
• DRR/DRM resilient WASH infrastructure
• Development of BOQs
• Designing and construction of water supply/sanitation schemes, solid/liquid waste management system
• Crafting of different types of hand washing facilities.
13. Carry out other WASH and Engineering related tasks as assigned by supervisor.

Qualification/Education:
Bachelors’ degree in Civil Engineering/Technology or related Diploma in Civil Technology
Work Experience:
5-7 years of experience in inclusive WASH infrastructure at communities, schools, and BHUs/Hospitals is required.
