Islamic Relief Pakistan is seeking a dedicated Infrastructure Engineer to join its team. The successful candidate will oversee the planning, design, and execution of civil engineering and infrastructure projects, ensuring all work aligns with project specifications and quality standards. This role requires holding a Bachelor’s degree in Civil Engineering with at least two years of relevant experience or a Diploma of Associate Engineering (DAE) in Civil Engineering accompanied by three years of experience. The candidate will apply their knowledge primarily in the sectors of water, sanitation, and hygiene (WASH) within urban development or humanitarian contexts. The Infrastructure Engineer will lead and supervise a team of 20 personnel, coordinating diverse efforts across various stages of infrastructure development to deliver timely and compliant project outcomes. The Infrastructure Engineer plays a crucial role in managing project execution from initiation to completion. They are responsible for construction supervision, conducting quality assurance checks, and ensuring that safety and environmental protocols are upheld. Strong expertise in civil engineering principles and infrastructure project management will be essential to support sustainable development initiatives. By collaborating closely with stakeholders, contractors, and community partners, the Infrastructure Engineer will contribute to improved living conditions in targeted areas. This position demands excellent organizational skills, technical expertise, and the ability to lead multidisciplinary teams in challenging environments.
Responsibilities

Technical Level 

  • Lead technical design, planning, and supervision of WASH, drainage, pathways, electrification, and waste management interventions and other infrastructure, WASH related interventions.
  • Prepare and review engineering designs, drawings, BOQs, cost estimates, and technical specifications.

Verify contractor measurements, IPCs, variation orders, and work completion certificatesMonitor project progress against approved work plans, budgets, and timelines.Conduct technical assessments and feasibility studies for infrastructure improvements.

  • Support community-led planning, ensuring designs are practical, safe, and inclusive.
  • Supervise construction contractors, vendors, and field teams to ensure timely and quality completion.
  • Ensure integration of environmental and social safeguards, gender-sensitive design, and accessibility for vulnerable groups.
  • Support procurement through preparation of technical specifications and evaluation of bids.
  • Coordinate with municipal authorities, service providers, and other technical stakeholders for approvals and support.
  • Identify and resolve technical challenges in the field to avoid delays or quality compromise.
  • Maintain records of technical specifications, quality checks, and site progress reports.
  • Conduct regular site inspections and quality assurance/quality control (QA/QC) checks.
  • Prepare technical reports, site inspection reports, progress updates, and completion reports.
  • Maintain proper documentation of drawings, BOQs, technical approvals, site records, and quality reports.
  • Support MEAL and project teams in documenting lessons learned and best practices. Preparation of daily, weekly and monthly work plans.
  • Ensure the timely submission of activities reports (weekly and monthly).
  • Perform related duties and responsibilities as required.
  • Conduct regular field visits in field and in office for reporting

Key Accountabilit

The following are the main responsibilities that the role holder will be accountable for: 

  • Lead planning, design, supervision, and quality control of all civil works.
  • Ensure compliance with safety, engineering, environmental, and social standards.
  • Supervise construction contractors, vendors, and field teams.
  • Monitor progress, timelines, and costs for infrastructure activities.
  • Coordinate with municipal authorities, engineers, and other stakeholders for approvals and technical support.
  • Conduct site inspections, technical assessments, and risk identification.
  • Maintain accurate records of designs, BOQs, site reports, and quality audits.
  • Support community engagement in infrastructure planning to ensure ownership and sustainability.
  • Provide technical guidance to project and field teams.
  • Contribute to the preparation of reports, technical briefs, and lessons learned.
  • Perform any other task assigned by Project Coordinator related to civil /infrastructure works. Represent Islamic Relief at coordination meetings, advocacy forums, and municipal engagement platforms.
  • Develop and submit narrative and financial reports, including donor updates, internal progress reports, and success stories.
  • Promote community ownership and participation in all interventions.
  • Perform other duties as assigned by Programme Manager related to project leadership and delivery.
  • PERSON SPECIFICATION
  • It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promote or encourage SEAH.

  • Qualification:

  • Bachelor / master’s degree in civil engineering (PEC Registered will be preferred), Infrastructure Management, Urban Development or related field/Degree.
