To lead the planning, design, implementation, supervision and quality assurance of climate-resilient WASH and Community Infrastructure Projects (CIPs), ensuring compliance with donor requirements, engineering standards, environmental safeguards, DRR principles and Islamic Relief Pakistan policies while promoting community participation and sustainable operation & maintenance.
Technical:
· Develop in depth understanding of project documents (construction drawings & specifications) as well as business process / DIP for planning & implementation WASH CPIs activities.
· Lead on technical feasibility / assessment (site identification, material, labour, transportation, supplies etc) of WASH & CPI’s activities prior implementation to ensure sustainability & cost effectiveness as well as agreed time frame of project at field level.
· Ensure adherence to humanitarian standards (Sphere, Do no harm, Humanitarian principles, Core Humanitarian standards, Red Cross code of conduct) & applicable engineering standards (ACI Codes, ASTM codes, British standard, Pak Building codes, Building construction practices).
· Perform quality & quantity assurance checks by paying regular visits to construction sites to verify the work is performed in compliance with the plans and specifications.
· Assist local teams in preparation of basic technical information (cost estimates for both rehabilitation work & initiation of new schemes) related to WASH for development of new project’s proposals at field level.
· Lead on capacity building initiatives for communities (effective utilization of available resources with future sustainability aspect) & subordinates on technical level to meet job requirements.
· Lead on Identification & hiring of construction teams and labour while working in close collaboration with supply chain department.
· Responsible for management of skilled (Sub Engineers, any other skilled worker) & unskilled workers (labour, survey team etc), documentation of performance feedback, grievance handling and other day to day affairs where applicable.
· Identify, Analyse and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures in projects.
· Recommend purchase of specialized equipment required for implementation of the WASH activities.
· Processing daily project documentation and construction observations. Conduct assessments and analyse needs to develop project proposals and plans.
· Design and develop technical specifications, drawings, and cost estimates for WASH and CPIs Schemes.
· Lead the implementation of WASH and CPIs, ensuring adherence to project timelines and budget constraints.
· Coordinate with contractors, suppliers, and other project stakeholders to ensure efficient project execution.
· Conduct regular site visits to monitor project progress, identify challenges, and provide technical guidance.
· Develop monitoring and evaluation frameworks to assess the impact and effectiveness of WASH projects.
· Collect and analyse data to measure project outcomes and identify areas for improvement.
· Prepare regular progress reports, including technical reports, financial reports, and other project documentation.
· Conduct technical assessments and village profiling for Community Action Plans (CAPs).
· Prepare engineering drawings, BOQs, technical specifications and cost estimates.
· Supervise rehabilitation of water supply schemes, communal water points and drainage infrastructure, etc.
· Ensure climate-resilient construction techniques are adopted.
· Supervise water quality testing before and after interventions.
· Supervise desludging of septic tanks and soakage pits.
· Supervise community drainage cleaning works.
· Support implementation of Cash for Work activities.
· Maintain construction documentation including MBs, IPCs, inspection reports and completion certificates.
· Coordinate with MEAL team for infrastructure verification.
· Coordinate with Supply Chain during procurement of engineering materials.
· Ensure donor visibility requirements are followed.

· Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.

· Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
· Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
· Participation and facilitation in implementation of IR seasonal programmes.
