KEY ACCOUNTABILITIES

The following are the main responsibilities that the role holder will be accountable for:

Monitoring:

•    Conduct periodic monitoring visits across programme area and come up with key findings and recommendations.

•   Prepare comprehensive monitoring reports.

•  Debrief Sindh Programme and Area management on key findings, action points, course corrections and recommendations.

•  Follow-up with respective field teams in relation to course corrections and action points.

•  Coordinate with the Field Team in to ensure work plans are regularly submitted.

•  Ensure that field teams are periodically submitting monitoring reports.

• Extract key findings and action points from reports and share it with District management.

• Ensure Teams are properly following up on their action points and course correction measures.

• Updating/revamping monitoring templates in the light of field experiences and interaction with MEAL/programme colleagues.

• Extend support to MEAL Coordinator and field teams in developing supplementary checklist to effectively monitor activities as and when required.

• Ensure “Performance Monitoring Tools (PMTs)” are developed and updated of each project in coordination with area offices.

• Share updated PMTs with MEAL coordinator to update the activity and beneficiary status on PRISM.

• Share monitoring data and reports with MEAL coordinator for uploading on PRISM.

• Support MEAL coordinator in updating and managing PRISM.

• Extend support to humanitarian team during emergencies to conduct monitoring.

• Proper filing system developed and updated for monitoring related information.

Evaluation:

• Develop evaluation work plan for all project in which evaluation is budgeted and share it with concerned area offices.

• Support MEAL Coordinator and area office in drafting the TORs for evaluations and Real Time Evaluations (RTEs) for humanitarian projects.

• Support MEAL Coordinator in evaluating/assessing technical proposals submitted by consultants.

• Support MEAL Coordinator in the development of tools for evaluations.

• Coordinate with consultants to adhere to contractual requirements and deadlines.

• Coordinate and draft initial comments/feedbacks on evaluation reports.

• Ensure evaluation reports are properly filed and archived on PRISM.

• Extract key programme recommendations from evaluation reports for upcoming concept notes and proposals.

Accountability:

• Support Internal Auditor of IRP in reviewing ‘Complaints Response Mechanism (CRM)’ as and when required.

• Support Internal Auditor in in conducting refreshers and orientations of CRM across the SINDH programme.

• Coordinate with Project Leads and field team that beneficiaries are regularly oriented on CRM and contacts are properly shared with communities to lodge their complaints.

• Ensure that field offices are regularly reporting on complaints and complaints’ log is updated.

•  Support MEAL Team in conducting sessions on Core Humanitarian Standards.

•  Ensure key requirements of CHS are incorporated in monitoring templates.

Learning:

•  Develop work plan for reviews of all projects and programmes.

•  Support MEAL Team in developing TORs and templates for reviews.

•  Support MEAL Team in conducting reviews.

•  Draft review reports and ensure final reports of reviews are uploaded on PRISM.

•  Extract key learning and action points from review reports and share widely with respective field offices and colleagues in area office.

•  Extract key learning from monitoring reports of specialists, MEAL staff and reviews and maintain a learning log.

•  Similarly coordinate with field teams of respective areas that learning log is regularly updated and shared with MEAL Coordinator.

Miscellaneous:

•   Support MEAL Team in developing TORs for baselines, need assessments (both rapid and detailed) and other research studies.

•    Support in developing tools for different research studies.

•    Support in drafting the reports in case studies conducted by MEAL unit.

•    Coordinating and consolidating feedback/comments on the studies.

•   Any other professional responsibility may be assigned by the supervisor from time to time.

•   Monitoring plans for all projects are in place, performance monitoring tools are developed, key findings shared, action points followed up and course correction suggested/recommended.

•   Evaluations schedule in place, TORs and final drafts uploaded on PRISM.

•   Refreshers/orientations on CRM held and complaints log updated at field level

•   Reviews schedule in place, learning log updated and widely shared

PERSON SPECIFICATION

Qualifications & Experience

•   Master of Sociology, Social Work, International Relations, Political Science, Development Studies, Rural Development, Anthropology or equivalent degree.

•    5-8 years’ experience in designing and implementing quantitative and qualitative researches/M&E with an international NGO and/or research organizations both in development as well as emergency contexts.

Language

Urdu, English and local languages
