IT Procurement Lead

The IT Procurement Lead at Mobilink Microfinance Bank Ltd. (MMBL) plays a critical role in managing the complete IT procurement lifecycle, including commercial negotiations, issuing RFPs/RFQs, and overseeing technology vendor contracts. This position ensures the efficient tracking of Annual Maintenance Contracts (AMCs), software licenses, and hardware warranties to support the bank’s technology infrastructure. The role demands close collaboration with various internal departments to optimize IT spending while maintaining compliance with regulatory standards.

Key Responsibilities
- Manage end-to-end IT procurement processes, including vendor selection, contract negotiation, and lifecycle management.
- Maintain an active 12-month tracking register for AMCs, software licenses, and hardware warranties to ensure timely renewals.
- Conduct commercial and technical audits on vendor proposals to optimize IT budget allocation and prevent unwanted auto-renewals.
- Collaborate with Supply Chain, Legal, and Compliance teams to ensure all IT contracts comply with State Bank of Pakistan (SBP) third-party risk guidelines and data privacy regulations.
- Monitor vendor performance against contractual Service Level Agreements (SLAs), milestone deliverables, and licensing compliance requirements.
- Lead cost-saving initiatives across software licensing (including Oracle, Temenos, Microsoft), cloud computing, data center hardware, and network link expenditures.

Required Qualifications
- Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, Computer Science, or Finance.
- Minimum of 5 to 8 years of experience in IT procurement, vendor management, or contract negotiation, preferably within the banking or enterprise IT sectors.
- Strong expertise in commercial negotiations, contract drafting, and vendor SLA management.
- In-depth understanding of enterprise IT licensing models covering core banking systems, databases, cloud services, middleware, and network hardware.
- Proficiency in developing RFPs/RFQs, vendor evaluation scoring matrices, and conducting financial total-cost-of-ownership (TCO) analysis.
- Solid knowledge of SBP regulatory guidelines related to IT outsourcing and vendor risk management.

Preferred Qualifications and Benefits
- Certifications such as CIPS (Chartered Institute of Procurement & Supply) and ITIL Vendor Management are highly desirable.
