Business Development and Feasibility Manager Precast

Jersey Precast is seeking an experienced Precast Concrete Plant Development & Feasibility Manager to evaluate the commercial and operational viability of establishing precast manufacturing operations in Pakistan, with a focus on Karachi and Sindh. This is an engineering-led project-development role—not a conventional sales position. The successful candidate will assess market demand, identify viable product segments and potential anchor customers, evaluate industrial sites and government incentives, and coordinate the technical, regulatory and financial inputs required for the study. Based in Karachi, the role requires frequent site visits and engagement with customers, government agencies and specialist advisers. The manager will translate the findings into a practical business plan and present a clear, evidence-based investment recommendation—including whether, where and how Jersey Precast should proceed—to senior management.

Responsibilities

Lead the preliminary feasibility study for establishing a precast manufacturing plant in Karachi or elsewhere in Sindh.
Assess market demand, customer requirements, competing products, pricing, project pipelines and market-entry barriers.
Identify and engage potential anchor customers, strategic partners and early business opportunities.
Evaluate industrial sites based on land, utilities, logistics, labor, environmental requirements, supply-chain access and expansion potential.
Review government incentives, concessions and approval requirements, coordinating with industrial-zone and regulatory authorities.
Work with internal teams and external specialists to define the proposed product mix, plant capacity, production process, equipment, utilities and staffing requirements.
Develop financial models covering CAPEX, OPEX, revenue, working capital and alternative business scenarios.
Conduct site visits and stakeholder interviews to validate assumptions and identify key risks.
Present a clear go/no-go recommendation and implementation roadmap to senior management.
Support implementation, stakeholder coordination and development of the initial customer pipeline if the project is approved.

Mandatory qualifications

Bachelor’s degree in Civil or Mechanical Engineering.
MBA or equivalent postgraduate business qualification.
Minimum six years of relevant experience in precast concrete, construction materials, engineering, manufacturing, industrial projects or feasibility studies.
Experience conducting market, technical and financial analysis for capital-investment projects.
Strong report-writing, financial-modelling and presentation skills.

Strongly preferred

Direct experience with precast concrete or concrete products.
Experience in industrial plant establishment, expansion or feasibility studies.
Familiarity with industrial zones, government incentives and regulatory approvals in Sindh.
