About WaterAid
WaterAid is an international charity working in 28 countries including Pakistan. Our vision is of a world where everyone everywhere has access to safe water and sanitation, and our mission is to transform lives of the poorest and most marginalised people by improving access to safe water, sanitation and hygiene (WASH). We support local organisations and government authorities to design and demonstrate appropriate, climate resilient and sustainable WASH programmes. WaterAid also seeks to influence policy change through government and other key sector actors to secure and protect the rights of marginalised and vulnerable people to safe, climate resilient and affordable water and sanitation services.
Background
WaterAid has recently developed a new Global Strategy for achieving access to water, sanitation and hygiene for all by 2030 (SDG-6). The Global Strategy has identified 4 critical areas for WaterAid through which this aim will be achieved. These are
1. Universal WASH,
2. Climate Change,
3. Health and
4. WASH Financing.
These will be underpinned by our approaches of
a) collaboration and partnerships,
b) gender equality,
c) services, capacity and influencing and
d) evidence, learning and innovation.
The WaterAid Global Strategy and Guide for the 4 focus areas is attached with this ToR.
Each country programme is required to select 1-3 areas relevant to the context, for achieving our aim of WASH access for all by 2030. Given its significance for our context, WaterAid Pakistan (WAP) has selected Health as one of the key areas of intervention for the next 5 years.
This ToR defines the terms for recruiting a short-term consultant to support WAP in developing a WASH and Health Programme Plan. The programme plan should be developed with a focus on the approaches mentioned earlier.
Objective of the assignment
The objective of this assignment is to support WAP in developing a coherent, impactful context-specific, gender and inclusion-sensitive WASH and Health programme plan.
Scope of Work
Scope of work will include but not limited to the following main elements.
1. Desk/Literature Review and Situation Analysis: Review of the existing literature on Health and how WASH affects these services, structures, policies and practices. This should also include collation of (good and bad) experiences of other organizations on WASH and Health. Existing policies and plans of the government, donors and the private sector and institutional arrangements for dealing with WASH and Health related issues should also be documented as part of this process.
It is to be noted that WAP had conducted a thorough literature review on WASH and Health in the previous phase of the strategy development process. The consultant is expected to build on this existing literature review. If needed the consultant may conduct KIIs with key stakeholders (in consultation and agreement with WAP) to develop a more grounded understanding to analyse the Health and WASH nexus. The analysis should clearly elaborate the political economy of Health and its nexus with WASH. The review should be able to inform WAP of some clear pathways to approach WASH from a Health lens.
2. Design and Facilitation of the Programme Development Workshop: This should be based on the analysis of literature, plus the experience of WaterAid staff (national regional and global). The consultant can also identify additional stakeholders for participation in this workshop, who can add value to our analysis and planning. The key outputs of this workshop will be:
a. Problem analysis and issues identification.
b. Theory of Change development.
c. Outcomes to be achieved in the next 5 years.
d. Implementation Strategy development.
e. Nature and type of partnerships that may need to bring about meaningful impact in this area
f. Sustainability of outcomes that need to be established and promoted throughout and after the programme
g. Challenges and measures for mitigating and/or addressing these challenges.
3. Documentation: The literature analysis and workshop findings will be documented as a programme plan. Template for the programme plan will be provided by WaterAid.
Deliverables
The consultant is expected to deliver the following documents, which will need to be approved by WaterAid:
1. Literature Review and Situation Analysis Document.
2. Workshop Plan and outputs described above.
3. Programme Plan Document.
Reporting Lines
The consultant will report to the Country Programme Strategy Leads, i.e. Head of Policy and Advocacy and Manager Programme Quality.
The consultant will be supported by and work closely with regional and global WaterAid staff, besides WAP staff.
Intellectual Property Rights
All documents, raw data and knowledge generated as part of this consultancy shall remain the sole and exclusive property of WaterAid Pakistan.
Duration of assignment
The duration of the assignment will be 2 months, with the number of assignment days to be specified by the consultant and agreed with WaterAid.
Payment Schedule
Payments will be made in instalments as per the following. ·
1. 30% on submission and approval of the Literature Review & Situation Analysis by WaterAid.
2. 30% on successful completion of the workshop and draft outputs.
3. 40% on submission and approval of the Programme Plan Document by WaterAid.

The consultant/ team proposed to be leading the assignment is required to have the following qualifications:
