Job Summary
A well-established private engineering consulting firm is seeking a skilled Monitoring and Evaluation (M&E) Officer to support third-party monitoring and evaluation activities for various infrastructure rehabilitation projects across Sindh Province. The successful candidate will bring 5 to 7 years of relevant experience, particularly in infrastructure projects funded by international agencies. This role is critical in overseeing the implementation of M&E policies and strategies for irrigation, road, and water supply rehabilitation schemes. The M&E Officer will ensure quality assurance, timely reporting, and provide technical guidance to project teams and stakeholders to enhance project outcomes.
Key Responsibilities
The M&E Officer will be responsible for implementing monitoring and evaluation policies and strategies across all rehabilitation schemes within the project, including irrigation, road, and water supply initiatives. This includes managing and executing the evaluation process with a strong focus on quality assurance and effective oversight of the M&E plan.
Supporting the preparation, execution, and completion of the results framework as required by the client is a key part of the role. The officer will act as the primary liaison for M&E assignments, methods, and tools, coordinating closely with the client to ensure alignment and compliance.
During the execution phase of sub-projects, the M&E Officer will establish frameworks with clearly defined indicators to facilitate future evaluations. They will also develop mechanisms to ensure adherence to decentralized M&E requirements and continuously monitor resource utilization.
Timely submission of high-quality M&E reports and documentation is essential. The officer will conduct regular verification of both physical and financial progress of projects and provide guidance to project teams and stakeholders on improving M&E components and activities.
Site visits will be conducted regularly to verify progress and validate M&E requirements for various sub-projects and schemes. The M&E Officer will evaluate and validate monthly progress reports submitted by supervision consultants for irrigation, road, and water supply schemes.
Following up on the implementation of evaluation recommendations is crucial, promoting the optimal use of evaluations by preparing timely management responses and developing communication plans. The role also involves organizing, designing, and executing the collection, evaluation, analysis, compilation, and dissemination of statistical data using appropriate methods tailored to specific data collection circumstances.
Assessing indicators and systems to measure development results and project impact is a key responsibility, with the goal of producing evidence-based reports. The M&E Officer will also facilitate knowledge building and sharing related to monitoring and evaluation practices within the project environment.
Required Qualifications
Candidates must hold a Bachelor’s degree in International Relations, Civil Engineering, Economics, or a related discipline. Strong training and skills in data analysis are essential. A minimum of 5 years’ experience in monitoring and evaluation is required, preferably with a focus on infrastructure rehabilitation projects funded by international agencies.
Preferred Qualifications and Benefits
This is a contract position with a duration of 24 months. The role offers a competitive monthly salary ranging from Rs80,000 to Rs100,000. It provides an excellent opportunity to work on significant infrastructure projects that contribute to regional development in Sindh Province.
