Job Summary
Indus Hospital & Health Network is seeking a dedicated Monitoring & Evaluation Officer for a full-time position based in Musakhail, Pakistan. This role offers a unique opportunity to contribute to program effectiveness and accountability at the district level. The successful candidate will hold a Bachelor’s or Master’s degree in Social or Management Sciences and bring a minimum of four years of professional experience, including 2-3 years specifically in monitoring, evaluation, accountability, and data management. Experience working with international non-governmental organizations (INGOs) is highly preferred.

Key Responsibilities
The Monitoring & Evaluation Officer will be responsible for collecting program data using standardized templates and ensuring consistency for accurate data consolidation. Regular monitoring visits will be conducted to validate and verify data, while providing technical support to field teams to maintain error-free data recording. The officer will maintain a backup database of reported data at the district level to safeguard information integrity.

A critical part of the role involves monitoring community mobilization processes to ensure effective engagement and establishing strong Accountability to Beneficiaries mechanisms within the district. This includes building the capacity of partner organizations on accountability themes to enhance transparency and responsiveness.

The officer will perform regular field monitoring of program interventions and prepare detailed monitoring reports using standardized formats. Debriefing sessions with program staff will be held to discuss findings and develop agreed-upon action plans. Follow-up on these action plans is essential, with a ‘Monitoring-Action Plan Tracker’ maintained at the field level to ensure timely implementation.

Participation in monthly cluster and review meetings is required to discuss program progress, challenges, and opportunities for improvement. The officer will also manage the Complaint and Feedback Mechanism at the district level, enabling beneficiaries and communities to register complaints and provide feedback. Maintaining a complaints and feedback tracking database and coordinating with project staff to ensure timely resolution is a key responsibility.

Supporting the Provincial M&E Officer, the candidate will help identify key compliance and quality indicators based on checklists and minimum standards to monitor project performance. Additionally, the officer will assist Senior and Sub-Senior Regional staff in reviewing databases and data tracking tools to maintain data quality and meet donor reporting requirements.

The role also involves assisting in baseline surveys, monitoring and evaluation exercises, and impact assessments as required. Other duties may be assigned by the line manager to support program objectives.

Required Qualifications
- Bachelor’s or Master’s degree in Social Sciences or Management Sciences.
- At least four years of professional experience, with 2-3 years focused on monitoring, evaluation, accountability, and data management.
- Experience working within an INGO environment is preferred.
- Proven skills in managing data collection, validation, and reporting processes.
- Experience in community mobilization and capacity building initiatives.
- Strong competency in database management and handling complaint mechanisms.
