The Integrated Health Systems Strengthening& Service Delivery (IHSS-SD) activity is a three-year (2017-2020) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc. Jhpiego, Contech International and Rural Support Programs Network (RSPN) as consortium partners.

 

The goal of the Integrated Health Systems Strengthening & Service Delivery (IHSS-SD) project is to develop and support innovative, cost-effective, integrated, quality programs & services to strengthen systems under MNCH and Global Health Security Agenda, Infectious diseases,for improved health outcomes.

 

Rationale

This is USAID-funded project aimed to develop and support innovative, cost – effective, integrated, quality programs and services to strengthen systems underMNCH-FP and Global Health Security Agenda & infectious diseases control for improved outcomes. These positions are based in the district headquarters of Program focused districts of Khyber Pakhtunkhwa and will report to Director Program, Khyber Pakhtunkhwa of JSI Research & Training Institute, Inc, Integrated Health Systems Strengthening and Service Delivery Activityof USAID’sprogram.

This position requires close coordination with the district health authorities, providing technical support to District Health Office team. This will also include, managing, overseeing and effectively coordinating the program activities including service delivery at the district level and field level including Mobile Health Service Units. Coordination with stakeholders especially Government counterparts and providing technical coordination and supportive supervision will be the key tasks to be performed by this position.

DUTIES AND RESPONSIBILITIES

  1. Ensure implementation of Annual Work Plan (AWP) activities and accomplishment of all quarterly targets according to the AWP at the district level.

2.       Liaise and coordinate closely with senior officials of district health and population team.

3.       Monitor and facilitate district level activities by IHSS-SD partners to ensure the smooth execution of the project

4.       Provide support in coordinating with the designated hospital for the implementation of training program.

5. Maintain appropriate documentation of various meetings, correspondence, and other material related to various project activities.

6.       Ensure Project leadership has sufficient project data for decision making and performance improvement.

7. Maintain coordination with partners and facilitate them to ensure smooth information flow on a regular basis.

8.       Participate in meetings at the district level to present and explain organizational point of view and share progress with Islamabad office. 

9.       Prepare quarterly reports related to project activities and ensure timely submission of these reports

10.   Technical assistance to strengthen District Health Team in health data compiling, analysing, reporting, sharing and response capacity at Integrated District Surveillance and Response Unit (IDSRUs) in program focused districts

11.   Provide technical assistance, coordination and facilitation to operationalized the Mobile Health Unit

12.   Support in establishing Programmatic Management of Drug Resistance Tuberculosis Centre (PMDT) in four selected districts

13.   Ensure close coordination with Private Sector to explore engagement opportunities under Global Health Security Agenda

14.   Represent and report to IHSS-SD in District level meetings/seminars/ conferences/ workshop with USAID/Global Fund and Health Partners

15.   District Field Coordinator will be responsible to attend DHPMT and provide technical assistance on DHIS, MNCH-FP, TB MIS/ MISs and M&S online presentation. S/he will encourage participants to devise action plan to address gaps.

16.   Prepare weekly, monthly and quarterly reports related to the district activities and submit to headquarter.

17.   Maintain appropriate documentation of various meetings, correspondence, and other material related to various activities at district level.

18.   Oversee and monitor relevant project activities of Implementing Partners.

19.   Assist USAID/ JSI/IHSS-SD/ team in District field visits, provide technical support to the District Health Offices.

20.   Any other relevant task assigned by the supervisor.

 

Qualification, Experience and Required Skills

  • Master’s in Public Health or equivalent qualification from HEC-recognized institutions.
  • At least five years of work experience in the related field with national and international organizations.
  • Experience of working closely with Department of Health, Government of Khyber Pakhtunkhwa, and coordination with private sector.
  • Experience of working on Disease Surveillance, Health Information Systems and health systems will be preferred.
  • Excellent interpersonal and communication skills.
  • Proficient in computer and having excellent professional report writing skills.

 

Duty Post:                  District Field Coordinator will be stationed in program focused District of Khyber Pakhtunkhwa

Supervised by:           Director Program – Khyber Pakhtunkhwa

Time Lines:                 August 01, 2019 to June 30, 2020.

Deliverables:             

·         Monthly Reports- Detail Narrative report including activities performed, issues/ challenges identified, and steps taken by DFCs to address challenges. Also provide update on partners activities carried out in District. The report needs to be submitted to JSIDirector Program KP by 4th of each month.

·         Advance monthly field plan before 1st of the month, and weekly performances report, every Monday on services provided through MHSUs to JSI Director Program, KP

·         Quarterly Reports- Detail narrative report including summary of Project MNCH-FP activities, MHSUs performance report, DHPMT outcomes, scoring, M&S planned and visits conducted by DHO staff of assigned districts. Reasons for poor performance with steps taken to address those issues, may be described in detail.

·         M&E dashboard analysis may be conducted once a month, linking M&S visits to the issues identified. Detail report/section may be submitted during monthly reporting to JSI Director Program KP. 

·         Presentations and minutes of all meetings including workshops, and stakeholder meetings

·         Ensure online M&S and DHPMT documentation is completed every month by each district focal person.

·         End of the assignment report.
