Background and Purpose:

WHO is implementing several technology-driven initiatives to strengthen data management and decision-making processes through the development of Management Information Systems (MIS), GIS-based MIS systems, and Mobile Application-based MIS systems for Government of Pakistan. These systems are critical for improving operational efficiency, data accuracy, and real-time reporting.

The purpose of the position is to design, develop, and maintain open-source software solutions that align with the organization's goals and support the effective implementation of MIS, EPIMIS, GIS-based MIS, and Mobile Application-based MIS systems.

Under the direct supervision of the Data Systems Specialist, the incumbent shall perform the below tasks:

1.       Design and Development:

o    Develop, test, and deploy open-source software solutions for Management Information Systems, EPIMIS, GIS-based MIS, and Mobile Application-based MIS systems.

o    Customize and integrate existing open-source tools to meet project requirements.

o    Ensure the software is scalable, secure, and user-friendly.

2.       System Maintenance and Support:

o    Provide technical support for existing systems, including troubleshooting and bug fixes.

o    Regularly update and optimize systems to ensure high performance and reliability.

o    Document system architecture, code, and user manuals for future reference.

3.       Collaboration and Capacity Building:

o    Work closely with stakeholders to gather requirements and provide technical guidance.

o    Train end-users and technical staff on the use of developed systems.

o    Collaborate with cross-functional teams to ensure seamless integration of systems.

4.       Develop analysis and presentations based on data available in MIS Systems

5.       Perform any other related tasks, as required.

 

Recruitment Profile

Education

  • Required: Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a closely related field.
  • Desirable: Coursework or certification in open-source development frameworks (Laravel, CodeIgniter, PostgreSQL, or GIS tools).

Experience

  • Required: Minimum of one year of professional experience in software development, with a focus on open-source technologies and the development of GIS-based MIS, and Mobile Application-based MIS systems.
  • Desirable:
    • Have in-depth knowledge of APIs and Integrations
    • Experience working with REST APIs or microservices.
    • Experience supporting MIS or web-based systems in public-sector or development settings.

Functional Knowledge and Skills:

  • Strong programming skills in open-source languages (e.g., PHP, Java, Python and latest technologies) and frameworks.
  • Proficiency in open-source technologies and tools (e.g., Linux, PostgreSQL, MongoDB, Docker).
  • Experience in developing web-based and mobile-based MIS systems.
  • Strong understanding of GIS technologies GIS tools (QGIS, ArcGIS, OpenLayers) and their integration with MIS systems.
  • Ability to operate MS Office tools, including MS Word, MS Excel, and MS PowerPoint.
  • Good communication and interpersonal skills.

Language:

  • Good knowledge of English and the local language (Urdu).
