The Maintenance Manager (Regional Operations Manager) is responsible for overseeing maintenance operations across the region, ensuring that all activities align with budgetary goals and support the Customer Value Proposition. This role dedicates the majority of its time—at least 70%—to validating Health, Safety, Security, and Environment (HSSE) compliance, monitoring supplier performance, and proactively managing service delivery to uphold high operational standards.

Key Responsibilities
Serve as the primary point of contact for all HSSE requirements, ensuring strict compliance and fostering a safety-first culture throughout the region. Collaborate with the HSSE team to conduct supplier accreditation for new vendors and maintain a systematic re-accreditation process. Manage the Permit to Work (PTW) system by providing necessary training and verifying supplier qualifications to ensure safe operations. Promote safe work practices by encouraging a ‘talk not tick’ culture in all HSSE-related activities. Conduct Asset Condition Surveys at service stations within the designated area to assess maintenance needs.

Prepare for bi-weekly and monthly Market Unit meetings focused on operational performance and ensure adherence to the annual planning cycle, including budget phasing, cost allocation, and supplier spend profiling. Analyze monthly variances between actual and planned expenditures, adjusting forecasts accordingly. Verify invoices related to maintenance work at service stations to confirm cost accuracy. Evaluate equipment repair or replacement needs and recommend cost-effective solutions to optimize asset management.

Perform quality checks on recently completed maintenance and repair work to ensure compliance with standards. Coordinate with the PSC team to maintain up-to-date asset data. Respond promptly to emergency call-outs and implement ‘make-safe’ measures as necessary. Work closely with the Project Management Contractor (PMC) to minimize site disruptions during projects and ensure equipment data is accurately updated in Maximo.

Partner with the country Supply Chain Manager to develop and monitor procurement strategies, including supplier re-tendering, renegotiation, and contingency planning. Proactively manage the supplier base through regular operational meetings to review performance against contractual obligations. Collaborate with the Centre of Excellence (COE) to share knowledge and best practices across the organization.

Required Qualifications
A Bachelor’s degree in Engineering (Mechanical, Civil, or Electrical) is essential. Candidates should have a minimum of five years’ experience in facilities maintenance, with strong expertise in HSSE management. Experience in fuel station maintenance and knowledge of the petroleum industry are advantageous. Proficiency in both verbal and written communication in English and the relevant local or regional language is required. Candidates must be competent in Microsoft Office applications and possess strong planning, organizational, conceptual, interpersonal, and political skills.
