Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:

 

MSI is recruiting for a full time Human Resources Manager. S/he is expected to provide strategic HR input for effective planning and management. The Human Resources Manager will be responsible for managing all human resources functions for MSI's office/s in Pakistan. S/he will report directly to the Deputy Chief of Party and will work cooperatively with project employees and partner organizations to contribute to the success of PERFORM.

This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.

Responsibilities:

·         Play a key role in effective HR planning of all long term and short term positions under PERFORM project.

·         Follow the recruitment strategy with management and Home Office to execute an effective recruitment plan of all long-term and short-term staff project needs.

·         Plan and execute orientation and induction for all new staff on PERFORM policies and procedures.

·         Timely management of project staff performance systems.

·         Plan and oversee staff training and capacity development opportunities as needed.

·         Ensure full compliance with local labor laws and update project HR policies accordingly.

·         Advise Deputy Chief of Party on project HR issues and PERFORM policies in view of Pakistan labor and employment laws.

·         Annual review of HR policies and holding sessions on policy changes for all project staff.

·         Conduct periodic salary reviews and benefits schemes for local staff to attract and retain highly skilled staff.

·         Oversee and ensure satisfactory execution of all Short-Term Technical Assistance contracts (consultant agreements).

·         Monitor staff probationary periods and coordinate performance evaluations with respective line managers.

·         Work closely with MSI Home Office team on staff agreements and contract extensions.

·         Manage local employee benefits and ensure that all MSI employees have EOBI, and health & life insurance coverage.

·         Manage PERFORM staff timesheets reporting and submissions.

·         Advise managers on how to maintain healthy employee relations and positive work environments and provide staff the chance to discuss their work-related problems and concerns.

Qualifications:

·         Master’s degree in Human Resources with a minimum of seven (7) years of relevant experience, preferably in a human resources management role.

·         Prior experience with USAID funded projects is strongly preferred.

·         Work experience with a diverse and multinational workforce.

·         Demonstrated in-depth knowledge of human resources best practices and Pakistan labor laws.

·         Highly motivated, energetic, independent, self-starter, with strong customer service orientation.

·         Highly organized with keen attention to detail and ability to prioritize multiple responsibilities.

·         Strong presentation and communications skills, oral and written.

·         Proficiency in computer applications including MS Office: Word, Excel and PowerPoint.
