The Manager HR role calls for a seasoned and highly qualified professional to lead and manage the human resource function within a reputable organization, ideally a public-sector corporate entity governed by the SOE Act. This position is responsible for overseeing all aspects of HR including planning, recruitment, employee development, performance management, compensation, employee relations, and policy implementation. The goal is to ensure that HR strategies align with organizational objectives and comply with relevant legal frameworks.
Key Responsibilities
Develop and implement HR policies, procedures, systems, and guidelines that comply with applicable laws and company standards. Manage manpower planning by conducting workforce analysis and leading organizational restructuring initiatives as needed. Coordinate the recruitment and selection process, which includes preparing job descriptions, advertising vacancies, shortlisting candidates, conducting interviews, and managing appointment formalities. Maintain and update organizational structure, sanctioned strength, and position-wise manpower records to ensure accuracy.
Administer employee performance management and appraisal systems effectively, while coordinating the development and implementation of Key Performance Indicators (KPIs). Oversee compensation, benefits, allowances, increments, promotions, and other employee-related matters to maintain competitive and fair practices. Manage training needs analysis and develop annual training plans, calendars, and employee development programs to support continuous learning and growth.
Develop succession planning and career development initiatives to foster workforce growth and readiness. Handle employee grievances and disciplinary matters with a focus on maintaining positive employee relations in line with company policies. Ensure proper maintenance and confidentiality of personnel records and HR information systems. Prepare HR reports, dashboards, manpower statistics, and management briefs to support informed decision-making.
Coordinate with regulatory authorities, auditors, and other stakeholders on HR-related matters to ensure compliance and transparency. Support management in policy formulation, organizational development, and HR-related projects that drive business objectives. Ensure strict adherence to labor laws, service regulations, and company policies. Supervise and guide HR staff to ensure timely and efficient completion of departmental assignments.
Required Qualifications
A Master’s Degree in Human Resource Management (HRM), Business Administration, or a 4-year Bachelor’s degree (16 years of education) or an equivalent qualification from a recognized local or foreign institute/university accredited by the Higher Education Commission (HEC) of Pakistan is required. Candidates must have achieved a minimum of 60% marks in the relevant degree. A minimum of six years of professional experience in HR is essential, with at least three years in a senior-level role, preferably within a reputable organization or a public-sector corporate entity governed by the SOE Act.
Candidates should possess strong knowledge of labor and employment laws, HR systems, policies and procedures, performance management, recruitment, employee relations, and employee engagement practices. Excellent communication and problem-solving skills are also critical for success in this role.
Preferred Qualifications and Benefits
Professional certification in Human Resource Management (HRM) is considered an added advantage. Experience working within public-sector corporate entities governed by the SOE Act will be preferred.
