SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities and marginalized groups since 2010 by providing them humanitarian assistance during emergencies and supporting them through the implementation of sustainable development programs in the areas of Child Protection and Child Wellbeing, WASH, Food Security and Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 of the most vulnerable districts. In light of increasing challenges such as inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), the level of risk associated with child safeguarding is determined based on whether or not the position involves contact with children, particularly access to children and/or personal data. The levels are categorized as:

• Level 0: no contact with children
• Level 1: access to children and/or personal data about children
• Level 2: access to children and/or personal data about children and other risk factors such as frequent direct contact with children, contact in isolated locations without direct supervision, and contact with particularly vulnerable children.

Main Responsibility:

Based in Chitral/Gilgit Baltistan, the MEAL and Reporting Officer will work under the direct administrative supervision of the Project Manager and direct technical supervision of the Base MEAL Officer based in Peshawar.

• Be part of the MEAL department.
• Be a key member of the Program Quality Support team within the SIF Pakistan mission.
• Supervise the project in target districts.
• Manage and conduct monitoring, evaluation, assessment, and survey-related activities, including designing data collection tools and generating monitoring visit reports.
• Design and lead needs assessments, baselines, endlines, and post-distribution monitoring surveys.
• Check data quality throughout collection and entry; audit field and database records and share findings.
• Draft baseline, endline, and assessment reports; produce monthly case studies and success stories.
• Build and maintain the project's M&E Plan (PMP), aligned with the log frame, indicators, and MOVs, updating it monthly.
• Carry out routine field monitoring visits, write up findings, debrief project staff, and track agreed action points.
• Maintain the beneficiary database and support internal evaluations, sharing results with stakeholders.
• Run the CBCM/CRM system at the field level: orient staff and beneficiaries, ensure complaints are logged, resolved, and responded to.
• Support review meetings and lessons-learned workshops, take minutes, and document key learning for reporting.
• Protect beneficiary data throughout collection, storage, and processing; train data staff on safe handling.
• Coordinate with VDCs, committees, cooperatives, and government line departments, building their capacity for project monitoring.
• Compile and analyze activity data into reports for line management and the donor; produce indicator reports, infographics, and maps as needed.
• Review report quality before release, mentor field staff on reporting standards, and flag monitoring or reporting issues.
• Build MEAL capacity among project staff and field-level stakeholders, covering data collection, M&E practice, and SIF's safeguarding policy.
