General objectives of the function:

Supervising and monitoring the implementation the logistics activities in the project related to his/her technical activity or activities (Construction, Electricity, Biomed, ICT, Workshop, etc.) according to MSF standards, protocols and procedures in order to ensure the efficient running of MSF systems, infrastructure and equipment of the project.

Key responsibilities include

  • Supervising and leading the logistic team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule; organising and leading meetings of the team and participating in the staff selection and training
  • Supervising and monitoring on a day-to-day basis the implementation of his/her technical activity/activities in the project ensuring compliance to MSF standards, protocols, and procedures
  • Evaluate needs and propose solutions for MSF facilities; expat house, office and warehouses in coordination with all other MSF departments
  • Ensure adequate implementation, maintenance and monitoring of logistics activities and developments
  • Ensure good implementation of safety and security measures and protocols in all MSF-OCB premises at project level (preventing fire, supply quality water, fences, )
  • Ensure good implementation of ICT and communication protocols following MSF policy.
  • Ensure implementation and follow up of biomed protocols following MSF policy. Follow up the implementation of Biomed equipment maintenance plan. Organize and participate in the installation of biomedical equipment
  • In liaison with the Supervisor, integrate adequate tools in case of emergency/ evacuation and  hibernation plan.
  • Supervise the adequate functional operation of generators in all premises (fuel consumption, services on time, check-ups done) and to liaise with the Country Logistic Specialist (Mechanic) or Driver-Mechanic, as the case maybe  
  • Organize/supervise and monitor MSF-OCB fleet activities (schedules, planning, etc)
  • Keep record of hired vehicles (city car, lifter and trucks)
  • Supervisor for drivers, radio operators, head of watchmen/watchmen, handyman, Mechanic, laborer and   gardener
  • With supervisor's recommendations, organize security briefings/training of the staff under supervision.
  • Prepare work schedule, leave plan for all staff under supervision.
  • Evaluate all staff under supervision.
  • Organize and participate actively in weekly logistics and monthly radio operators, drivers and watchmen meetings
  • Ordering, receiving and delivery procedures
  • Implement inventory system in the assigned area
  • Put in place a preventative maintenance schedule according to the MSF and/or manufacturer's protocols, manuals, and recommendations and ensuring that cleaning and simple maintenance are properly carried out by medical staff
  • Reporting any issues or problems on biomed equipment to his/her supervisor and proposing solutions (training of staff on a device, operating procedures, etc.). If maintenance work requires further assistance, documentation or additional tools, this shall be requested from and provided by his/her supervisor.
  • Participating in organizing user training where required
  • Managing the stock of spare parts, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage
  • Ensuring that all record sheets and books related to maintenance are always completed (including date of intervention, replaced parts, problems and solutions) and preparing needed reports before and after any repair or required maintenance
  • Perform any other job-related tasks
