The HR Officer is responsible to support the smooth implementation of all Human Resources functions and day-to-day operations of HR Department including but not limited to:

Essential Job Responsibilities

  • Responsible to support the recruitment of national staff adhering to the standing Recruiting Policies and Procedures of MC Pakistan which includes drafting job advertisements, publishing, screening of applications, scheduling interviews, reference and background checks.
  • Ensure participation of HR Department in interviews for new staff
  • Responsible for the maintenance of personnel files for all staff – including recruitment documents, CVs, valid contracts, PAFs,  timesheets, employee data sheets, disciplinary papers and  performance evaluations
  • Responsible for the orientation of all new national staff on Mercy Corps Pakistan systems, policies and procedures
  • Assist and guide staff on disciplinary procedures
  • Ensure that employee performance evaluations are completed as scheduled
  • Support the clearance of departing/terminated employees, and processing of final settlements as per MC Pakistan policies and procedures
  • Oversee the monthly procedure of activity reports for all staff including collection, review and compilation; train new staff on timesheet procedure
  • Ensure the data maintenance and updating in HCM (HR Database) system.
  • Maintain and update the tracking system for all types of leave of all employees
  • Main and update the HR headcounts, leavers and joiners details and generate monthly and quarterly reports related to HR
  • Develop and share staff capacity development plans and recommend trainings to program and operations staff. Assist in Training Need Assessment and coordinating trainings for MC employees
  • Deal with Insurance Company and forward all the insurance related claims to Insurance Company after verifying and disbursement of cheques to employees. Report additions deletions to insurance company and coordinate with finance for insurance payments.
  • Ensure that all the employees are also insured with EOBI
  • Support in internal and external audits and implementation of audit action plans
  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates
  • Ensure compliance with HR Policy & Procedures in Coordination with Human Resource Manager Pakistan. Any discrepancies must be reported in writing to Human Resource Manager Pakistan well in time.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Supervisory Responsibility NA Accountability

Reports Directly To: Human Resources Manager

Works Directly With: HR Team Islamabad, Managers/Supervisors in Islamabad, team leaders/heads of offices in Lahore and Quetta, HR counterparts in field offices.

Knowledge and Experience

  • Graduate preferably Master in Business Administration or in Public Administration. Preferably MBA HR
  • Minimum 03 years’ experience in Human Resources administration/management with humanitarian NGOs preferably.
  • Excellent negotiation, communication and representation skills.
  • Proficiency in MS Office is required (Outlook, Word, Excel, PowerPoint).
  • Excellent oral and written English skills required.
  • Work independently and cooperatively with team members
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
