Operational Management

  • Overall responsibility for effective and efficient management of the field projects consistent with the project management cycle.
  • Develop good relations with District health management in adherence with MERF vision to uprise the capacity of locals.
  • Monitor the evolving humanitarian situation in the project region and consider strategic and immediate responses to the same
  • In coordination with Programme & HR teams, identify health-staffing needs for quality health services delivery, and ensure timely recruitment, induction, and training of new staff.
  • Responsible to evaluate staff in line management through regular performance appraisal.
  • Plan for the Capacity the building of the project and service delivery staff by detecting training and developing needs and develop a training plan
  • Plan future projections of staffing and infrastructure capacity needs and forecast.
  • In close collaboration with finance team, budget preparation, monitor expenditure against planned activities address issues of under or overspending, budget amendments, etc. and prepare financial reports for the donor.
  • Ensure uninterrupted supply of medicine and consumables at all HFs, and ensuring that Pharmacy and logistic the team is monitoring consumption and raising purchase requests on time.
  • Ensure pharmacy management and warehousing protocols at the District warehouse and pharmacies.
  • Ensure that all programmatic reports (monthly, quarterly & annual) are submitted on time.

Program Development

  • Ensure all relevant authorities are included in the planning and implementation of projects as appropriate
  • Draw up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.
  • Proactively contribute to program development and strategy.

Logistics/Finance/Administration

  • Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and MERF procedures.
  • Ensure appropriate administrative, financial and logistical MERF systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.
  • Ensure MERF complies with all legal and bureaucratic requirements
  • Ensure regular communications are maintained.
  • Responsible for the preparation of projected expenditures each month.
  • Responsible for accurate budget control and overall responsibility for financial management at the project site in line with the project proposals.

Human Resource Management

  • To be responsible for the safety and well-being of all team members
  • Optimize, in conjunction with other team members, the use of human, logistical and financial potential.
  • Where relevant, contribute to job descriptions, staff selection and person specifications.
  • Plan staff requirements and liaise with the HR department
  • Maintain good inter-team communications engender good team dynamics, and take suitable action when problems occur.
  • Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
  • Carry out appraisals as per MERF standard requirements and procedures
  • Ensure all new team members are adequately briefed on arrival, and departing team members are debriefed
