Core Responsibilities

The District Project officer (Coordinator) will work in close coordination and cooperation with the Training and communication coordinator and malaria Program Manager to ensure coherence of approaches, donor compliance, proper coordination with all stakeholders, programme implementation and share the lesson learned to facilitate communities acceptance. With overall technical guidance from Provincial Coordinators and direction from the malaria Program Manager, the position holder will conduct need assessments, strengthen malaria control and quality assurance services at district and community levels, collect, compile and tabulate programme data and provide technical and M&E support to all program supported facilities.

Programme development and Capacity Building

  • Manage Merlin district malaria office, warehouse and line manage district level team.
  • Dessiminate data collection and need assessment tools and formats.
  • In Collaboration with Provincial teams, conduct need assessments and surveys
  • Identify gaps in malaria case management in existing health care delivery systems and private sector in selected districts of KPK and Baluchistan.
  • Assist Training Coordinator in conducting trainings at district levels.
  • Arrange district and province base training workshops.
  • Manage all program data bases at district levels.

Programme Implementation

  • Identify malaria diagnostic centres which need upgradation
  • Provide technical and logistical support to make the non functional malaria diagnostic and curative centres fully operational
  • Conduct regular M&E visits to all centers and provide the necessary required support.
  • Establish and manage 10 private sector malaria case management centers
  • Carry out regular field visits to support and monitor project implementation in all target districts.
  • Maintain close liaison with district counterparts on all technical and operational aspects of the programme.
  • Provide regular feed back on project activities to Provincial training and communication coordinator on regular basis
  • Manage all program data bases at district levels
  • Prepare monthly reports as per the need of the program.
  • Ensure regular supply of lab chemicals, reagents, drugs and RDTs to health centres on regular basis so that there are no stockouts.
  • Regularly organize malaria coordination meetings at districts levels, share meeting minutes with Provincial cooordinator and act on action points raised in the meetings.
  • Manage LLIN distribution at community levels.
  • Conduct quarterly planning and coordination meetings at district levels
  • Strictly follow monthly and quarterly program implementation plans.

Person Specification:

  • Management Sciences,Medical technologist or graduate level health sciences qualifications
  • Minimum 03 years experience with 2 years International NGO experience
  • Excellent communication and representation skills
  • Excellent report writing writing skills
  • Proactive and able to work independently as part of a team
  • Cross-cultural communication skills
  • Highly oganized and able to follow up on tasks
  • Knowledge of Merlin procedure and practices
  • Understanding of donor compliance
  • Excellent computer skills (MS Office, excell)

Person Specification

Essential

  • Fluent spoken and written English and Pashtu
  • INGO experience will be prefered
  • Previous field experience in targeted areas is essential, preferably in a management role
  • Experience in managing Malaria control and PHC Programs that include strong community componet.
  • Proven problem solving and organisational skills, flexibility and calm under pressure and difficult security conditions.
  • Experience in finances or related issues
  • An understanding and interest in logistics
  • Familiarity with relevant software for logistics and accounting.
  • Good communicator including report and proposal writing skills
  • Good teamworker; able to live and work closely with the team
  • Strong leadership skills and a supportive management style

Since 2008 Merlin has also been implementing a large-scale development project focusing on malaria control in Baluchistan, FATA and KPK, this has included acting as the procurement agent for Global Fund partners in Pakistan. Merlins main objective in Pakistan has been to improve the health status of the population most affected by natural disasters, diseases and conflict. Merlin is committed to longer-term programming in Pakistan and plans to continue to operate to meet the health needs of the Pakistani population. In response to the July monsoon flooding disaster and subsequent health crisis, Merlin mobilized health and medical teams to lead a rapid emergency response to meet escalating health needs of flood-affected and displaced communities. Merlin has continued its regular programmes and extended coverage to communities affected by the flood; currently reaching approximately 2,000,000 people through the provision of essential health services, community management of malnutrition and communicable disease surveillance and management. Merlin is currently operating in Swat, Buner, Nowshera, and Charsadda districts in KPK province and Muzaffargarh in Punjab province. Merlin's model of care is based on the provision of an integrated package of health and nutrition services via static and mobile outreach services (currently supporting a total of 38 static health facilities and 26 mobile clinics). Merlin also currently supports seven diarrheal treatment units across all operational districts. Merlin has expanded its malaria control operations to six flood affected districts in Baluchistan and KPK provinces. This has been done through the initiation of malaria case management, surveillance and outbreak response in disease endemic parts of the country in partnership with the provincial malaria directorate.
