The Communication Officer will support the Sindh Emergency Operations Centre (EOC) under the Pakistan Polio Eradication Initiative (PEI) in planning, coordinating, and delivering strategic media, advocacy, and communication initiatives across Sindh province. The role will lead the development and execution of integrated communication plans that support polio eradication campaigns, strengthen vaccine confidence, enhance programme visibility, and visibly reinforce government leadership and ownership at the provincial level.

The Officer will oversee campaign communications across all phases—pre-campaign, during campaign, and post-campaign—while strategically leveraging key public moments, including International Women’s Day, Ramazan and Eid, outbreak response, and other national and provincial milestones, to sustain positive public engagement, build trust, and amplify advocacy for immunization and broader public health priorities.

Key Accountabilities, Duties and Tasks

  • Lead the conceptualization and implementation of provincial media and communication plans for the Pakistan Polio Eradication Initiative (PEI) priorities during the 2-month assignment period, including dedicated communication planning and support for the FIPV booster campaign.
  • Develop and execute communication strategies for polio eradication campaigns and special immunization drives, including campaign launches, pre and during campaign momentum building, and post-campaign visibility, with specific communication support for the FIPV booster rollout.
  • Draft high-quality communication materials including press releases, media advisories, op-eds, feature stories, key messages, Q&As, briefing notes, talking points, speeches, and situation updates for provincial leadership and partners.
  • Proactively engage provincial media by pitching stories, facilitating interviews, coordinating press briefings, and managing media inquiries, and lead crisis communication and rapid response during outbreaks or negative media coverage, especially in context of the FIPV booster campaign.
  • Monitor and analyze media coverage and public sentiment related to polio and immunization in Sindh; produce media monitoring summaries and provide strategic recommendations, including digital social listening and rumor tracking across online and social media platforms.
  • Lead content planning and development for provincial digital platforms, including drafting social media posts, captions, short-form scripts, and campaign messaging aligned with risk communication priorities, integrating insights from social listening and rumor tracking.
  • Coordinate production of multimedia materials such as human-interest stories, testimonials, video scripts, reels concepts, and campaign visibility assets.
  • Conceptualize and implement communication activities around key public engagement opportunities (e.g., International Women’s Day, Ramazan and Eid messaging, national observances, outbreak response moments) to amplify public health messaging.
  • Lead coordination and visibility planning for provincial events, including campaign launches and high-level visits, ensuring branding consistency, media coverage, and documentation.
  • Ensure consistency of messaging, branding, and quality standards across all communication materials.
  • Maintain organized archives of provincial communication assets, media products, and campaign documentation.
  • Contribute to periodic reports and updates tracking progress against communication objectives during the assignment period.
  • Ensure close coordination and collaboration with NEOC Communications, UNICEF RCC, WHO Communications, and district communication teams to align messaging, response efforts, and campaign visibility.

Required Qualification:

  • A university degree in journalism, international relations, political science, international development, public policy, public administration, mass communications or any other related fields.

Required Experience:

  • A minimum of three (3) years of progressively responsible professional experience in advocacy, strategic communications, media relations, public information is required.
  • Demonstrated experience developing and implementing communication and advocacy strategies, including media engagement, digital communications, and public-facing campaigns.
  • Proven experience producing high-quality communication materials such as press releases, policy briefs, reports, talking points, and advocacy content for diverse audiences.
  • Experience working with government counterparts, development partners, civil society, or large-scale public health or social programmes is a strong asset.

Required Skills:

  • Strong writing, editing, and content development skills in English and Urdu.
  • Solid experience translating technical information into clear, accurate, and audience-appropriate messages.
  • Proven ability to plan, coordinate, and manage multiple communication and advocacy activities simultaneously, with strong organizational, stakeholder coordination, and time-management skills.
  • Experience in media engagement, campaign visibility, and brand management, including the ability to ensure message consistency, identify reputational or branding risks, and recommend corrective actions across platforms and materials.

Required Language:

  • Fluency in English and Urdu is required. Knowledge of other local language is an asset.
