The purpose of this assignment is to strengthen information management, data quality, and evidence generation for UNICEF to inform strategic planning, programme management, resource allocation, and reporting. The assignment will support both routine development programmes and humanitarian health interventions, enabling evidence-based decision-making and improved monitoring of results for maternal, newborn, child and adolescent health, immunization, primary health care, and emergency health services. Working closely with government counterparts, implementing partners, and UNICEF technical teams, the incumbent will support the Government of Sindh, Department of Health, and UNICEF programme teams in establishing project-based integrated and standardized reporting systems.

Key Responsibilities

The consultant will undertake the following key responsibilities:

1. Mapping and baseline assessment

  • Develop mapping tools for project geographical areas and service availability as per UNICEF guidelines
  • Laise with monitoring and data focal points for all partners to build their capacity on tools, reporting timelines and ethical principles

2. Routine Data Collection and Management

  • Coordinate routine collection of programme data from teams deployed in priority districts including mobile outreach, health facilities and community-based workers.
  • Ensure timely submission of programme reports through defined tools and reporting formats.
  • Maintain updated programme databases and information management systems.
  • Consolidate data received from multiple sources into standardized reporting formats.
  • Maintain electronic and monitor physical records available at project sites.
  • Ensure confidentiality and secure storage of programme data.
  • Maintain data of training and capacity building initiatives.

3. Data Quality Assurance

  • Review data for completeness, consistency, accuracy and timeliness.
  • Conduct routine data verification and validation exercises.
  • Compare reported data with source documents during desk reviews and monitoring visits.
  • Identify discrepancies and coordinate corrective actions with programme teams.
  • Support implementation of routine Data Quality Assessments (DQAs).
  • Maintain data quality improvement plans and follow-up actions.

4. Data Analysis

  • Analyze programme performance against targets and indicators.
  • Produce gender and age segregated routine statistical summaries and trend analyses.
  • Identify gaps, inconsistencies and implementation bottlenecks through data analysis.
  • Generate district-wise, facility-wise and partner-wise performance comparisons though reports and dashboard.
  • Support interpretation of programme data for decision-making.
  • Support in preparation of analytical data briefs highlighting key findings and recommendations.

5. Data Visualization and Dashboards

  • Develop and update programme dashboards.
  • Produce charts, graphs, scorecards, maps and visual summaries.
  • Prepare presentations for coordination meetings and programme reviews.
  • Generate monthly performance dashboards for management.
  • Support visualization of programme indicators using Excel, Power BI or other approved software.

6. Monitoring and Reporting

  • Prepare daily, weekly, monthly, quarterly and annual programme reports.
  • Compile indicator achievements against approved workplans.
  • Support preparation of donor reports and progress updates.
  • Develop situation reports during emergencies.
  • Maintain reporting calendars and ensure timely submission of reports.
  • Participate in field monitoring visits and supportive supervision.
  • Document monitoring findings and follow-up actions.

7. Capacity building

  • Orient programme staff on reporting formats and indicator definitions.
  • Conduct refresher sessions on data quality and reporting standards.
  • Develop simple user guides and reporting manuals.
  • Provide on-the-job coaching to district teams.
  • Promote standardized reporting practices across programme sites.

8. Coordination

  • Coordinate with programme officers, district health authorities and implementing partners regarding routine reporting.
  • Participate in coordination meetings and present data summaries.
  • Follow up reporting sites regarding missing or delayed reports.
  • Support harmonization of reporting tools across programme components.

9. Knowledge Management

  • Develop and maintain a centralized repository of programme documents, technical resources, training materials, monitoring reports, and meeting records to facilitate knowledge sharing among UNICEF, government counterparts, and implementing partners.
  • Coordinate the preparation of knowledge products, including briefs, presentations, infographics, and donor updates and support in human interest stories development.

Required Qualification

  • Atleast Master’s degree Statistics, Epidemiology, Health Informatics, Computer Science, Information Systems, Biostatistics, Data Science or another relevant discipline. 

Required Experience

  • Minimum three years of relevant experience in data management, monitoring, reporting or health information systems.
  • Experience working with health, protection or humanitarian programmes.
  • Experience working with government departments, UN agencies or development partners is desirable.
  • Experience managing large programme datasets. 

Technical Skills

  • Technical Skills in advanced Microsoft Excel, Microsoft Power BI (preferred), DHIS-., KoboToolbox or ODK, SPSS, Stata or R (desirable), GIS software (desirable), Microsoft Word and PowerPoint.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and manage multi-tasking
  • Excellent organizational and time-management skills.
  • Effective communication and interpersonal skills.
  • Strong report-writing skills.
  • Ability to maintain confidentiality. 

Language

  • Fluency in English is required; knowledge of local language/Sindhi is an asset. 

Location

  • Karachi , Sindh with frequent field mission to multiple districts of Sindh for capacity building and monitoring purpose

Note

  • This is a short-term contract position for a specific assignment period.
