Position Purpose :

The Technical Lead for Integrated Birth Registration will provide strategic leadership and technical guidance for the development, implementation, and monitoring of an integrated birth registration system. Operating under the strategic direction of the DG LGRDD, the role will spearhead policy reforms, oversee system integration between CRMS and HIMS, and ensure alignment with national and international standards. The Technical Lead will coordinate closely with the Health Department and other key stakeholders to ensure effective data sharing, joint ownership, and high-level collaboration. Additionally, the position will supervise project teams, review technical outputs, and lead capacity-building efforts to strengthen institutional frameworks and support sustainable, inclusive, and efficient birth registration services.

Key Responsibilities :

Policy and Legal Framework

  • Lead the formulation and revision of the existing Birth registration Rules pertaining to integrated birth registration.
  • Provide technical input for drafting reforms and policy frameworks, ensuring alignment with national legislation and international standards.

Technical Oversight

  • Collaborate with external consultants and technical experts to ensure the quality and consistency of the integration framework.
  • Review technical deliverables, provide feedback, and ensure alignment with project goals.

Integration and Monitoring

  • Oversee the monitoring of the integrated birth registration system, ensuring functionality and interoperability between CRMS and HIMS.
  • Identify challenges, propose solutions, and support adaptive management of the system.

Stakeholder Coordination

  • Serve as focal point for coordination with the Health Department to ensure seamless data sharing and joint ownership of the model.
  • Facilitate high-level meetings, technical working groups, Steering Committee meetings, and interdepartmental collaboration.

Team Supervision and Support

  • Supervise and mentor the project team, providing strategic direction and ensuring deliverables are met on time.
  • Facilitate capacity-building efforts of staff working on integrated BR.
  • Monitor the monthly workplans and timesheets of the staff and endorse for the release of monthly remuneration.

Strategic Leadership and Reporting

  • Working under the direct appreciation and strategic guidance of the DG LGRDD, providing regular updates and policy advice
  • Prepare technical briefs, reports, and presentations for internal and external stakeholders

Qualification :

  • Advanced degree (Masters of above) in Law, Social Science, Public Administration, Social Policy, Development Studies or related fields is preferred

Experience Required :

  • Minimum of 20-25 years of progressive professional experience in governance, civil registration, or public sector reform. 

Skills :

  • Work experience with UN with be considered as asset.
  • Proven experience working with LGRDD, especially in policy development, legal reforms, and institutional strengthening.
  • Demonstrated expertise in civil registration systems, digital platforms, and intersectoral programming (especially health integration)
  • Strong leadership, communication, and negotiable skills.
  • Familiarity with government processes, systems development, and regulatory frameworks in Khyber Pakhtunkhwa is essential

Work Arrangements :

  • The position will be based in Peshawar, with potential travel to field locations.
  • The incumbent will work under the direct appreciation and supervision of the Director General, LGRDD.
  • For technical direction and guidance, the position will have a secondary reporting line to the UNICEF Child Protection Officer.
