The incumbent will be based in a prestigious government Department in Peshawar, Khyber Pkhtunkhwa with technical supervision from a UN agency. Social service workforce is key component for strengthening child protection system and services to children and their caregivers. Mapping all such workforce and personnel within the relevant sectors including child protection units established by the government of KP as well as within the community based structures and services and developing a comprehensive programme for their continuous professional development are critical to ensure the protection of children from violence, abuse, neglect, exploitation and harmful practices. The main purpose of this position therefore is developing a comprehensive training and capacity building programeme for all relevant workforce, developing training materials and content for trainings on child protection related topics relevant to various cadres of workforce and ensure timely delivery of the training programmes and monitoring their effectiveness and documenting lessons learnt.

ROLES AND RESPONSIBILITIES:

Following are the specific roles and responsibilities of the Training and Capacity Building Manager:

PLANNING, DEVELOPMENT AND SUPPORT FOR SOCIAL SERVICE WORKFORCE

  • Contributes in programme planning and implementation related to planning, development and support for social service workforce through evidence generation, data analyses and drafting project documents, concept notes, literature review and other documents, as appropriate.
  • Leads on developing detailed plan for mapping and assessment of social service workforce and generate analysis and recommendations for planning, developing and support of social service workforce working within the Child Protection Units, allied sectors and those at the district and community levels.
  • Develops training and capacity building calendar and rigorously monitors its implementation and rollout.
  • Designs and conducts interventions and activities to document lessons-learning from the implementation on various components of the training and capacity building program and makes it accessible to management, UN agency and other relevant stakeholders for informing decisions about improvements in the programme for planning, development and support of social service workforce.
  • Develops and maintains the training and capacity building resource center  within the Department and knowledge repositories for ready access to relevant evidence and data on the programme and activities and topics related to the training and capacity building programme.
  • Conducts regular research and assessments and develops contents, learning materials, training delivery materials and resources for training and capacity building of service workforce within CPUs, other allied sectors and community based networks and volunteers.
  • Organizes training and capacity building events, workshops and sessions and prepares reports of such activities and learning from these.
  • Facilitates and assists technical experts and consultants in the conduction of various studies and analyses and developing policies and strategies related to the planning, development and support of social service workforce and providing them full support in organizing, conducting and facilitating training and capacity building events and activities.
  • Supports in maintaining networking with relevant stakeholders, experts and subject specialists in the areas of social workforce strengthening and maintaining their roster for facilitating regular coordination, collaboration and engagements with them.
  • Proactively explores the opportunities for use of technology in support of training and capacity building of social service workforce and enhancing its consistent access and utility.

STANDARDS SETTING AND APPLICATION

  • Ensure that government partners and other relevant stakeholders are aware of relevant policy guidelines, technical standards and relevant commitments that the government/concerned authorities have undertaken under international human rights law related to children and others related to the working and accountabilities of social service workforce.
  • Ensure that project execution is in-line with applicable standard of ethics, code of conduct, policy guidance, technical standards, and human rights legal obligations.
  • Make sure that the principle of DO-NO-HARM is comprehensively integrated into all aspects of the programme implementation, monitoring and reporting, including coordination and interaction with media and the use of any technology.

MONITORING, DOCUMENTATION, REPORTING & KNOWLEDGE EXCHANGE

  • Guide and facilitate the development of an appropriate, effective and efficient monitoring, documentation and reporting mechanism for the programme in which roles and responsibilities are clearly and sufficiently distributed among the relevant staff members.
  • Ensure that implementation, monitoring and reporting are in full compliance with the agreed monitoring indicators and performance benchmarks and that the Information Management System (MIS) is developed and maintained towards this goal. 
  • Ensure comprehensive reporting, documentation and data analysis on the programme implementation, lessons learnt, challenges, monitoring and evaluations and how they feed into programme improvements on continuous basis and evidence based advocacy.
  • Support the conduction of monthly and quarterly programme reviews and reporting the results of same to senior management of the Department and donors.

Essential Requirements:

  • At-least 10 years of relevant professional experience in managing, leading and coordinating training and capacity building programme for social service workforce, especially within the child protection sector.
  • Relevant professional experience of working with / for the government and international organizations is asset, particularly in KP.
  • Relevant professional experience in social research, developing quality materials, content and resources for trainings and capacity building of divers group of social service workforce including community based networks and volunteers.
  • Relevant professional experience in producing quality documentation, project reports, and lesson learnt papers, as well as monitoring and assessment reports (both qualitative and quantitative).
