The WASH Technical Expert to be seconded to the SHRRP team, to work closely with SHRRP Technical Advisor and WASH Technical Working Group (TWGs) to standardize the technical designs and products and facilitate the achievement of project objectives through coordination and documentation of WASH related activities with a focus on provision of technical guidance and convening WASH actors. The WASH Technical Expert will ensure the propagation of WASH best practices as part of the SPHF project and supporting SPHF WASH Advisor and SHRRP hub team and partners in advocacy and government system strengthening in line with SHRRP program quality principles and standards, WASH Sector guidelins, planning and platforms in Sindh , donor/IFI advocacy for WASH and donor guidelines. The WASH Technical Expert will manage WASH TWG ensuring effective implementation of WASH recovery activities in Sindh Province.

 

Key Responsibilities

1.  Support implementation and monitoring of the SBC Roll-Out Plan:

Support SPHF and partners in implementing the SBC Roll-Out Plan. Provide technical guidance. Monitor progress. Identify implementation gaps. Support corrective actions. Document good practices and lessons learned.

2.  Strengthening capacity of SPHF’s IP staff and SPVOs:

Assess capacity gaps. Develop or update training materials. Conduct training, orientation and refresher sessions. Provide coaching and mentoring. Develop job aids and checklists. Monitor application of learning.

3.  Lead development and validation of CR-WASH Standards:

Review existing WASH standards and guidelines. Conduct gap analysis. Consult UNICEF, SPHF, government and technical partners. Develop draft standards. Facilitate technical review and validation. Incorporate feedback and finalize standards.

4.  Facilitate CR-WASH Technical Working Group:

Organize regular TWG meetings. Prepare agendas and technical briefs. Coordinate stakeholders. Document proceedings and decisions. Maintain action tracker. Follow up agreed actions. Facilitate technical knowledge sharing.

5.  Standardize WASH approaches, guidelines, strategies and policies:

Review existing technical documents. Identify gaps and inconsistencies. Harmonize WASH approaches across partners. Develop or revise guidelines and tools. Ensure alignment with government policies and standards. Support dissemination and orientation.

6.  Strengthening government and stakeholder engagement:

Maintain relationships with government authorities. Support WASH advocacy. Engage development banks, donors, UN agencies, research institutions and peer organizations. Participate in WASH coordination forums. Share good practices and lessons.

7.  Promote evidence, learning and knowledge management:

Document good practices, lessons learned and implementation challenges. Develop technical briefs and knowledge products. Facilitate knowledge sharing among SPHF, government and partners.

8.  Technical reporting and coordination support:

Prepare periodic technical updates. Track deliverables and milestones. Maintain coordination records. Highlight risks, challenges and required actions. Prepare final consultancy report.

Required Qualifications:

  • Master’s degree in civil, Water Resources and Management, Urban Development and/or Engineering or any other equivalent degree. 

Required Experience:

  • Minimum of 4 years of work experience in similar roles with an I/NGO, UN Agencies in WASH,settlement programming. Additional experience may substitute for some education. 

Required Skills:

  • Demonstrate knowledge of WASH and climate change effects in Sindh and in Pakistan in general.
  • Knowledge of current challenges and techniques to solve WASH related issues.
  • Knowledge of Government structure in Pakistan and working style in Sindh.
  • Proven experience in developing and implementing WASH related strategies and programmes.
  • In-depth knowledge of water quality, sanitation ladder, PATS plus and wastewater treatment.
  • Familiarity with relevant international and local environmental regulations and standards of WASH.
  • Working previous experience with Government of Sindh will be an asset.
  • Report writing skills required.
  • Demonstrated ability to maintain strong relationships with key stakeholders, including legal institutions, local governments and policymakers.
  • Demonstrated ability to represent the organization at coordination meetings with donors, local government, coordination bodies, UN Agencies and other international NGOs required.
  • Ability to work collaboratively as a team leader.
