BACKGROUND AND ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is the world’s largest humanitarian agency, with a long-standing presence in Khyber Pakhtunkhwa (KP), Pakistan, where it has been working for over three decades. WFP focuses on emergency response, livelihood recovery, nutrition, and building resilience to climate shocks in the region. As part of its commitment to resilience-building, WFP has secured Green Climate Fund (GCF) funding for the “Integrated Climate Risk Management for Enhanced Resilience to Climate Change in Buner and Shangla Districts, KP.”

The project aims to improve the adaptive capacity of vulnerable communities, particularly against riverine flooding, by enhancing early warning systems (EWS), developing anticipatory action (AA) protocols, and promoting climate-resilient livelihoods. Targeting over 146,000 direct beneficiaries, it also aims for broader impact, benefiting approximately 1.6 million people. The project focuses on three outcomes: improving EWS and AA capacity, increasing climate resilience through local adaptation and diversified livelihoods, and enhancing knowledge management for evidence generation and scalability.

 

PURPOSE OF THE ASSIGNMENT:

Under the direct supervision of the Project Manager/Coordinator and overall supervision of the Head of Provincial Office KP WFP, the Monitoring Assistant will perform monitoring activities within KP and provide reports to support the effective delivery of assistance packages, ensuring project oversight under the guidance of technical staff positioned at various levels.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

The incumbent will perform the following tasks.

• Tracking of project activities through activity tracking matrix to ensure all activities are implemented in line with the agreement signed with the cooperating partners and government counterpart departments.

• Compile information against the agreed milestones of the project with various organizations and communities and share performance against planned targets.

• Verify the targeting and prioritization (i.e., beneficiary registration and planned activities in selected villages) are carried out as per Green Climate Fund’s Full Proposal and/or as per WFP internal procedures.

• Perform monitoring of ongoing activities and ensure all activities, including the training sessions are conducted by the relevant parties as per the agreements.

• Ensure effective oversight maintained during cash disbursement to the targeted beneficiaries for ensuring only registered beneficiaries receive their entitlements in dignified manners.

• Perform different types of assessments to document the benefits of WFP interventions on target communities e.g., food security outcome monitoring, end of project assessment and/or assessment of climate change related indicators etc.

• Support the baseline, mid-term, and end-term assessments of the project.

• Compile all reported issues in tracking matrix and maintain follow-up with the relevant staff for ensuring their timely resolution.

• Perform purposive monitoring visits to follow-up on critical issues surfaced through internal and external sources i.e., WFP beneficiary feedback mechanism, government authorities, UN coordination office etc.

• Liaise with cooperating partners, district authorities and internal counterparts to collate programme information and their feedback to support programme reviews and evaluation.

• Where necessary, represent WFP at coordination forum(s) and accordingly update WFP provincial office.

• Provide guidance to the cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

• Prepare and timely share the field mission reports to document programme implementation.

• Overall, align field monitoring functions with the implementation flow cycle

• Other tasks as required by the immediate supervisor.

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Completion of Secondary Education. First level university degree in Public Administration, Social Sciences, Economics & Statistics is an advantage.

 

Experience: Four years of experience in monitoring & evaluation. Field work experience in any sector of social development. Ability to produce good quality report coupled with good analytical skill

 

Knowledge & Skills:

1. Good Command on MS-office

2. Ability to effectively communicate with beneficiaries and the district authorities.

3. Knowledge of local context/language/ geographic areas etc. is preferable

 

Languages:

Fluency in both oral and written communication in English and Urdu. Knowledge of local language Pashto is added advantage.
