National Monitoring and Reporting Consultant

UNICEF is seeking a Monitoring and Reporting Consultant to support the Government of Khyber Pakhtunkhwa’s Elementary and Secondary Education Department (E&SED) in implementing the Multi-Year Work Plan (MYWP) 2025–2027. This collaborative initiative aims to strengthen the education sector’s capacity to provide equitable, inclusive, and quality education services aligned with national and provincial strategies. The consultant will be responsible for monitoring progress, identifying areas for improvement, and ensuring that decisions are based on solid evidence to achieve the MYWP’s objectives at the school level.

Key Responsibilities

- Develop and implement a comprehensive Monitoring and Evaluation (M&E) framework tailored to the MYWP program.
- Track program progress regularly and produce timely reports to keep stakeholders informed.
- Identify challenges and recommend improvements to enhance program delivery.
- Support evidence-based decision-making to improve the quality of education services.
- Coordinate closely with government departments and partners to ensure consistent project implementation.
- Utilize digital tools for project management, research, reporting, and communication purposes.
- Ensure compliance with UNICEF’s financial protocols and contribute to risk mitigation efforts.
- Engage stakeholders effectively through presentations, report writing, and clear communication.

Required Qualifications

- Education: A first university degree (Bachelor’s or equivalent) in statistics, demographics, public policy, international development, economics, or a related field.
- Work Experience: Minimum of five years managing large-scale programs, monitoring and evaluation, upstream policy work, and multisectoral project implementation.
- Language Skills: Fluency in English and Urdu is essential; knowledge of Pashto is considered an advantage.
- Knowledge and Skills: Strong familiarity with Pakistan’s education landscape and policy environment, especially in Khyber Pakhtunkhwa. Proficiency in digital tools for project management and communication is required.
