New Vision Engineering Consultant is seeking an experienced Impact Evaluation Economist to lead comprehensive economic and impact evaluations for development projects and programs. The ideal candidate holds a Master's Degree in Economics, Development Studies, Public Policy, or a related field, with a minimum of 12 years of professional experience in impact evaluation, economic analysis, cost-benefit analysis, program evaluation, and econometric research. This role involves managing a team of three professionals, guiding them through complex quantitative evaluation methodologies, and delivering insightful economic assessments that inform policymaking and program improvements. The Impact Evaluation Economist will utilize advanced econometric modeling and quantitative data analysis to examine the effectiveness and economic implications of various policies and programs. The role emphasizes rigorous cost-benefit and policy analysis to facilitate evidence-based decision making. The candidate must possess strong expertise in impact evaluation methodologies and experience working with statistical software tools. This position plays a critical role in contributing valuable insights to public sector development initiatives and requires excellent leadership abilities to supervise and mentor a small team effectively.
Responsibilities

  • Design and implement robust impact evaluation frameworks to assess the economic and social outcomes of development projects and programs.
  • Lead quantitative data analysis using advanced econometric and statistical methods to derive meaningful insights from complex datasets.
  • Conduct comprehensive cost-benefit analyses to evaluate the efficiency and viability of various policy options and interventions.
  • Perform detailed policy analyses that support the development of evidence-based recommendations for public sector programs.
  • Manage and mentor a team of three professionals, ensuring high-quality output and successful project delivery within set timelines.
  • Oversee the development and application of econometric models tailored to specific evaluation needs and contexts.
  • Collaborate with stakeholders, including government agencies, donors, and partner organizations, to align evaluation objectives and share findings effectively.
  • Ensure all evaluations comply with methodological rigor and adhere to ethical standards and best practices in the field.
  • Prepare comprehensive reports and presentations that clearly communicate complex economic evaluation results to diverse audiences.
  • Continuously update and refine evaluation methodologies to incorporate emerging techniques and data sources.
  • Support capacity-building initiatives by coaching team members on quantitative and qualitative evaluation methods.
  • Utilize statistical software proficiently to analyze large datasets and validate evaluation results.
  • Contribute to research and publication efforts to advance knowledge in impact evaluation economics and foster professional growth.
