This role requires a dedicated professional holding a PhD in Public Policy, Economics, Public Administration, Development Studies, or a related field, combined with at least 20 years of comprehensive experience in policy evaluation, public sector reforms, programme evaluation, research management, and strategic planning. The successful candidate will lead a multidisciplinary team of five experts, driving the development and implementation of evaluation frameworks to guide impactful policy decisions across diverse sectors. In this leadership position, you will spearhead the coordination and execution of complex policy reviews and institutional assessments, ensuring that strategic goals are met through meticulous data analysis and stakeholder engagement. Your expertise in monitoring and evaluation will be pivotal to strengthening organizational effectiveness and aligning projects with long-term policy objectives. The role demands a strategic thinker who can manage resources efficiently, foster team collaboration, and communicate findings effectively to influence public sector reforms and enhance program outcomes.
Responsibilities

  • Lead and manage a multidisciplinary team of five professionals in designing and implementing policy evaluation and monitoring frameworks.
  • Oversee comprehensive policy analysis and research management activities to support strategic planning and public sector reforms.
  • Develop and execute robust evaluation methodologies to assess the effectiveness of programs and institutional initiatives.
  • Engage with key stakeholders including government agencies, donors, and community representatives to ensure alignment and relevance of evaluation findings.
  • Provide expert guidance on the identification of policy gaps and recommend actionable improvements for policy development.
  • Coordinate the preparation of detailed evaluation reports, synthesizing quantitative and qualitative data to inform decision-making processes.
  • Ensure compliance with regulatory standards and best practices in monitoring and evaluation throughout project lifecycles.
  • Facilitate capacity-building workshops for team members and partners to enhance evaluation skills and policy analysis capabilities.
  • Drive strategic planning efforts by integrating evaluation outcomes into organizational development and reform agendas.
  • Manage consultancy assignments and institutional assessments to evaluate program performance and policy impacts.
  • Maintain up-to-date knowledge of trends and innovations in evaluation methodologies, public policy, and development studies.
  • Collaborate with cross-functional teams to promote data-driven approaches and evidence-based policy making.
  • Monitor project timelines, budgets, and resource allocation to deliver high-quality outputs within deadlines.
